- This is a Sources Sought notice. The pre solicitation is expected to be available on or around 4/01/16, on www.fbo.gov, under this solicitation number: 16-102-SOL-00005. The information from this Sources Sought notice will be used to gain knowledge of potential qualified sources and their size Classifications: Small Business, Small Disadvantage Business, 8(a), Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, Small Business Indian Economic Enterprise, HubZone, and Large Business. In accordance with the Federal Acquisition Regulation 5.205, the Indian Health Service is conducting a Sources Sought notice to complete the Gallup Indian Medical Center Renovation and Expansion project. This is not a solicitation announcement for proposals, and no contract will be awarded from this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. IHS is seeking to identify potential sources for an upcoming stand-alone, firm-fixed price contract. After review of the response to this sources sought announcement, a solicitation announcement may be published in Federal Business Opportunities (FBO). The North American Industry Classification System (NAICS) Code is 236220. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining whether a small business set aside (or subset thereof) is appropriate for this acquisition. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. It is requested that the interested sources submit to the Contracting Officer a brief capabilities statement package (no more than 3 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the below requested services. The written response to this notice should consist of the following items: a. Company Name. b. Company DUNS number. c. Company point of contact, mailing address, telephone and fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representative's e. Date submitted. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents should register on the SAM located at https://www.sam.gov/portal/SAM/#1. g. Bonding capacity. I.PURPOSE The purpose of this work is to complete the Gallup Indian Medical Center Renovation and Expansion project described below. II. TASK DETAIL A.Construction Phasing. The hospital being renovated is active and will remain so for the duration of this project. The construction will be phased toto permit continued use of the affected space to the maximum extent possible during construction. In summary, the construction phasing is as follows: 1.Phase 1. Renovation of 639 Building Gross Square Feet (BSGF) of existing vacant space for use as the Urgent Care Clinic and Observation Unit. Construction of Phase 1 must be complete prior to the start of construction of Phase 2. 2.Phase 2. Renovation of 563 BGSF of existing occupied space and addition of 212 BGSF of new space on the first floor - a total of 775 BGSF, and renovation of 86 BGSF of existing mechanical and exit egress and addition of 50 BGSF of new space on the ground floor - a total of 136 BGSF. The renovated and new space will be used as the Emergency Department, New Public Corridor, and Mechanical Space. Access to the completed Phase 1 Area must be maintained through the Phase 2 Area during construction of Phase 2. Construction of Phase 2 must be complete prior to the start of construction of Phase 3. 3.Phase 3. Renovation of 319 BGSF of existing occupied space for use as additional Emergency Department space. Approximately 54 BGSF of this space will be set aside for future use. Access to the completed Phase 1 and Phase 2 Areas must be maintained through the Phase 3 Area during construction of Phase 3. Project Cost Proposal & Oversight If a solicitation is issued the activities described above will be scheduled to maintain hospital operations with low impact to operations. Period of Performance is 915 calendar days after award. The Magnitude of Construction is expected to be between $5,000,000.00 and 10,000,000.00. Important Notice: It should be clearly understood that this Sources Sought notice is not a solicitation, award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs. Responses to this sources sought are requested no later than February 25, 2016.
