- Presolicitation Notice for the Program Manager, Training Systems Ground Training Systems Support (GTSS) This is not a solicitation. This is a Presolicitation Notice of an upcoming action in accordance with Federal Acquisition Regulations (FAR) 5.204. This Presolicitation Notice is issued solely for informational and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Presolicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, Marine Corps Systems Command (MCSC) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the MCSC will not pay for any information or administrative cost incurred in response to this Presolicitation Notice. The Program Manager, Training Systems (PM TRASYS) has a requirement to procure and intends to issue a solicitation for the Ground Training Systems Support (GTSS) contract. The GTSS contract will be utilized to support various ground training systems at both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. The training systems supported include simulation, training devices, live-fire ranges, Military Operations on Urban Terrain (MOUT), and Infantry Immersive Trainer (IIT). It is anticipated that the GTSS contract will be a Multiple Award Contract (MAC), Indefinite Delivery/Indefinite Quantity (ID/IQ). The intent of the initial competition is to select a pool of competitive Offerors from which all future task orders under the MAC can be competed, as well as award the first service support task order. PM TRASYS plans to set this contract aside 100% for Small Business Offerors to fulfill the requirement to provide continuous and uninterrupted knowledge based, equipment related, and logistics management services for training systems and devices located at various USMC bases, air stations, and training camps. It is expected that the Government will be releasing the solicitation through Federal Business Opportunities (FedBizOps) within the next 60 days with responses from industry due no later than 31 days after RFP release. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this Presolicitation Notice, to include the planned solicitation. The acquisition of support services for the GTSS effort shall provide all labor, materials, consumables, and transportation that are not provided as Government Furnished Equipment (GFE) in order to successfully accomplish the tasks described within the Performance Work Statement (PWS). The information in the pre-solicitation notice is subject to change at the sole discretion of MCSC.
