- Sources Sought The 65 th Contracting Flight, Lajes Field, Azores, Portugal seeks potential sources that can provide training in Applied Resilience for Air Force Security Forces personnel. The desired timeframe for the training to be held is April 2016 at Lajes Field, Azores, Portugal. The Government anticipates awarding a firm-fixed price award for training with the following objectives and criteria: Objectives of training: •a. to defend the base more effectively through utilization of individual neuro and physiological optimization of self •b. to use performance optimizing skills to further develop their internal capabilities •c. to respond to crisis or threat situations with measured responses, effectively applying use of force techniques including deadly force •d. to effectively engage targets utilizing firearms in low to high stress situations •e. to understand and apply close quarters battle skills more effectively •f. to use self-regulation skills on & off the installation for professional and personal application •g. to use recovery methods for better sleep, nutrition and rest •h. to use recovery methods to improve physiological function Training should: •a. be taught by peak performance professionals and/or prior military service personnel •b. teach self-regulation methods and applied stress-control techniques and skills that have been previously vetted with military and law enforcement audiences •c. provide direct applications on the range or in a shoot-house context and train using either live ammunition or simulations •d. have been used in shooting-tactical skills development previously within DoD •e. be taught in a performance and recovery context and provide hands-on skills to generate improvements in both areas •f. be taught with tactical (professional) to practical (personal) applications; •g. be taught to groups of 25 personnel over two days, with one concentrated day of training per group to include 3 distinct phases: •1 Classroom training and overview of performance skills •2 Shoot-house applications with live ammunition or simunitions (government provides) •3 Recovery applications, including physiological reset approaches have been scientifically-evaluated within US Department of Defense for training efficacy and impacts and show beneficial results for reducing stress, building resilience, lowering anxiety and boosting well-being. If offering an "equal training," the Offeror shall provide a detailed description of the proposed training, as well as the credentials of the instructors.
