- Request for Proposal (RFP) No. SOL-440-16-000003 Combating Wildlife Trafficking Project Issuance Date:January 20, 2016 Questions Due Date:February 1, 2016 Questions Due Time:4:00PM, Hanoi Time Closing Date:March 11, 2016 Closing Time:4:00PM, Hanoi Time SUBJECT:Request for Proposal (RFP) No. SOL-440-16-000003 Combating Wildlife Trafficking Project RFP no.SOL-440-16-000003 is associated with Pre-solicitation No. SOL-440-16-000003 (Link: https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=bc803f0a04d6b2b83db1c4733fef61f0 ) To All Prospective Offerors: The United States Agency for International Development (USAID) is seeking proposals from organizations interested in providing the services described in the attached Request for Proposals (RFP). USAID anticipates awarding a Cost-Plus-Fixed-Fee completion type contract, with a total estimated cost in the range of $9 to $10 million, covering a total estimated period of five years. This procurement will be conducted under full and open competition procedures, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter I). USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity, as the prime Contractor or as Sub-contractor, in accordance with Part 19 of the FAR. USAID discourages the use of exclusivity arrangements with Offerors' consortium or sub partners. Proposal submissions must be sent electronically to the email addresses provided in Section L - Submission/Delivery Instructions, no later than the closing date and time indicated above. Sections B through I of the solicitation will become the contract with blanks negotiated and then completed by the Contracting Officer. Offerors are recommended to pay attention to, and complete in full, RFP Section K - Representations, Certifications and Other Statements of Offerors. Offerors must also carefully consider Section L - Instructions to Offerors and Section M - Evaluation Factors for Award. The proposal shall be prepared in two separate parts: the Technical Proposal shall address technical aspects only while the Business (Cost) Proposal shall present the costs and address related issues detailed in Section L. If the proposal is received after the closing date and time, or if it is incomplete, it will not be accepted nor considered unless authorized by the Contracting Officer pursuant to FAR 15.208. The Government reserves the right to award a contract without discussions or the submittal of final proposed revisions, based upon evaluation of the Offeror's submitted technical and cost information. Accordingly, the Offeror's initial offer should contain its best terms. Issuance of this Request for Proposal (RFP) does not constitute an award commitment on the part of the US Government (USG). The USG reserves the right to reject any offer received in response to this request. Final award cannot be made until funds have been fully appropriated, allocated and committed through internal USAID procedures. USAID shall not be liable for any costs incurred by Offeror in the preparation and submission of proposal. All questions, comments, requests for clarifications must be sent to Ms. Hoa Hoang at hoahoang@usaid.gov and Mr. Daniel Harter at dharter@usaid.gov no later than the date and time indicated above. Questions will not be entertained after this date and time. If substantive questions are received which affect the response to the solicitation or if changes are made to the closing date and time as well as other aspects of the RFP, this solicitation will be amended.
