NOTICE OF CONTRACT ACTION General Information Document Type: P - Pre-solicitation Notice Solicitation Number: FA2486-16-R-0074 Posted Date: 21 January 2016 Response Date: 04 February 2016 Classification Code: J - MAINT, REPAIR, REBUILD EQUIPMENT NAICS Code: 488190 - Aircraft maintenance and repair services (except factory conversion, factory overhaul, factory rebuilding) Contracting Office Address Department of the Air Force, Air Force Materiel Command, Air Force Test Center (AFTC), Services Management Office (SMO), Eglin AFB, FL 32542 Description NOTICE OF CONTRACT ACTION (NOCA) - The AFTC SMO intends to solicit and award a one (1) year bridge contract, under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 U.S.C. 2304(c)(1)), to PAE, 901 Lincoln Drive West, Suite 200, Marlton NJ 08053. It is anticipated that the new contract will be awarded on or before 31 March 2016. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), 96th Test Wing, intends to award a sole-source bridge contract for Backshop Aircraft Maintenance in support of the 96th Test Wing. The 96th Maintenance Group is designated as the lead aircraft maintenance support organization for the 96th Test Wing. The skills and expertise required for this support consist primarily of aircraft maintenance professionals, but also includes administrative and functional support. A Firm-Fixed Price (FFP) contract is anticipated. As stated above, it is estimated that the total base contract period of performance will be for One (1) year from time of award. The authority permitting other than full and open competition is 10 U.S.C 2304(c)(1), as implemented as follows: FAR 6.302-1(a)(2)(iii) - A follow-on contract is planned for the continued provision of highly specialized services, when award to any other source would result in substantial duplication of cost to the government and unacceptable delays in filling the agency's requirements. The Government requests that initial feedback, comments and questions be received not later than fifteen (15) calendar days from the date of this notice to fbo.gov. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFTC/PZZC. The Air Force Test Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.
