Department of Veterans Affairs Veterans Health Administration Network Contracting Activity (NCO) 10 VA250-16-N-0091 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE M2 MONITOR The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." The VA intends to solicit and negotiate with Terumo Cardiovascular Group 6200 Jackson Road, Ann Arbor, Michigan 48103 for a System M2 Monitor (Spectrum) and Arterial S02-HCT Sensor 3/8x3/32. This system is used to monitor the patient's SV02, hemoglobin and hematocrit during an operation. The system is necessary in order for a Perfusionist to ensure they are adequately perfusing a patient with oxygen. It also indirectly lets the Perfusionist determine the patient's level of anesthesia. This unit has been picked because it is the only known unit that will work with the department's existing tubing packs. The Government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only one responsible source and no other supplies or services will satisfy agency requirements." Other persons may identify their interest and capability to respond to this requirement by Monday, January 25, 2016 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
