- This announcement serves as a Sources Sought synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this a request for quotation. The Department of Energy (DOE) is NOT requesting a quote or proposal in response to this synopsis. For the purpose of this notice, small business vendors with the North American Industrial Classification System (NAICS) code is 541611 ? ?Administrative Management and General Management Consulting Services" or under the GSA Schedule "Financial and Business Solutions" (FABS) SIN 520 should respond. The DOE is seeking to create a multiple award Blanket Purchase Agreement for credit, risk and portfolio management training. The DOE is seeking vendors that will provide credit, risk, and portfolio management training classes to Loan Programs Office (LPO) personnel at its facilities in Washington, D.C. and/or by live telecast or on-line methods. On-site vendors shall provide training materials in both paper and electronic formats. At least two weeks prior to the start of training, instruction materials shall be provided to DOE for review. LPO expects to order between four to ten on-site classes per calendar year and the class size shall range from 15 to 25 students. The make-up of the classes includes professionals with varying financial and risk management competency ranging from undergraduate to graduate level education. A list of proposed on-site/ telecast classes is attached. (see Attachment A.) On-line training would be provided on a subscription basis to the LPO whereby in dividual staff members would log in to access courses. Interested small business vendors shall submit a tailored capability statement, no more than 15 pages that (1) identifies the prospective contractor business name, status under GSA Schedule SIN 520 (if applicable), and business socioeconomic standing, if applicable (small, service-disabled/veteran owned business, HUBZONE, small disadvantaged business; woman-owned small business, etc.), point of contact (including email address), telephone number, and identify the nature of the proposing entity (e.g., joint venture, limited liability corporation, etc.); (2) describes the prospective contractor?s capabilities, relevant experience and corporate resources to perform at least twenty (20 percent) of the trainings listed on Attachment A on-site; (3) a list of the classes that have been approved for continuing education credits along with the name of the approving financial or risk management organization; (4) a list of the classes available on-line ; and (5) includes potential teaming p artners or potential subcontractors and information delineated in item 2 relative to the prospective partner/subcontractor experience and capabilities.
