- QUESTIONS AND ANSWERS FOR THE MRTB RFI QUESTION 1. What is current USMC MRTB readiness level metric? ANSWER: The Marine Corps uses three different metrics to determine readiness levels. These metrics are the Supply/Equipment On-Hand (S-Rating), Maintenance/Equipment Condition (R-Rating), and Material Readiness-Rating Percentages (MR). These metrics are determined by the below formulas: S-Rating=equipment possessed/equipment authorized R-Rating=equipment possessed-equipment deadlined/equipment possessed MR-Rating=equipment possessed-equipment deadlined/equipment authorized QUESTION 2. For the eyepiece and detector assembly what is the current USMC MRTB attrition history? What are the annual projected spares requirements for the eyepiece and detector assembly over the next ten years? ANSWER: Based on usage rates dating back to 2009, the USMC estimates the total between 800-1000 eyepieces will be needed and estimated total between 28-35 detector assemblies over the next 10 years. QUESTION 3. What, if any, previously purchased USMC MRTB spares remain in USMC? ANDWER: There are 0 spare eyepieces, and 8 detector assemblies in the USMC inventory. QUESTION 4. In order to provide an accurate ROM, can the Government provide the MRTB data design and documentation package? ANSWER: The Government does not intend to provide GFE or GFI for the ROM process. QUESTION 5. Are there any primary specifications (FOV, weight, video recording, battery life, etc...) that need to be maintained and/or be consistent with the current MRTB system? ANSWER: The MRTB, with any new part installed, will still need to meet its current performance specification. The MRTB performance specification will be provided if a Request for Proposal (RFP) is released. QUESTION6. What is Government's anticipated quantity to be upgraded, and over what timeframe? ANSWER: This effort is a proof of concept to see if the obsolescence and be addressed. The Government is looking to sustain 4,815 AN/PAS-28 MRTBs. **** NOTE THAT THE RESPONSE DATE HAS CHANGED **** Submissions received after the response date will still be considered.
