- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $38.5M in average annual receipts. AFRL requires licenses of Tactical Radio Application Extension (TRAX) Version 1.0 Software and associated Annual Software Maintenance to support the Air Force Life Cycle Management Center (AFLCMC) mission. The products and services are not otherwise available to the Government and do not resemble the substance of any pending competitive acquisition. TRAX is not directly available through a pre-existing Government-wide contract or DoD Enterprise Software Agreement. The software package bridges incompatible operational waveforms and provides interoperability between different data formats while providing intuitive operation to tactical users. TRAX V1.0 software includes the capabilities to: host Platform J Link-16 radios, host SADL radios, enable J-Message text chat, provide interoperability and forwarding between datalinks, contain an easily transferrable SA Mode database, utilize an intuitive user interface, perform JREAPC client functions, provide the ability to connect directly to SA Mode radios, and to provide the ability to organize received data. Market research was performed, and no suitable alternative was identified. Competitors to TRAX exist, but lack the capability to simultaneously satisfy as many of AFLCMC's interoperability requirements and are only able to satisfy portions of the requirements. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the requirements including costs related to training, installation, software development, engineering, maintenance, and support. The Government intends to negotiate a sole source contract with Sierra Nevada Corporation (SNC), 444 Salomon Circle, Sparks, NV 89434, producer of the required software. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 11 March 2016. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
