Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK16570600 Install Liquid Hydrogen (LH2) Vent In-Line Liquid Separator, Launch Complex (LC) 39B, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task of the construction firm will be the installation of a liquid hydrogen (LH2) vent in-line liquid separator at Launch Complex 39B. A list of tasks associated with the proposed work includes, but is not limited to, the following: The existing hydrogen vent system that terminates at a flare stack is designed to accommodate gaseous hydrogen only. New requirements will introduce liquid hydrogen to the vent system. A new LH2 separator / storage tank will be added to the existing hydrogen vent system to assure gaseous hydrogen is delivered downstream to the flare stack. Additionally, an atmospheric vaporizer will be added to allow cryogenic liquid hydrogen to be manually directed to the vaporizer when required by operational time constraints. Modifications to the hydrogen vent line and supporting systems will be constructed to accommodate the new LH2 separator / storage tank. Portions of the existing hydrogen vent line will be deconstructed. Site work includes concrete slab and concrete pavement work. All equipment will be installed at the hydrogen vent system area at LC 39B. The new system components will be cleaned and certified to International Organization for Standardization (ISO) ISO 14952 (2003) Space Systems-Surface Cleanliness of Fluid Systems requirements. Wetted surfaces will be stainless steel. Piping systems will require dye penetrant, radiographic, hydrostatic, and cold shock testing as well as mass spectrometer leak testing. Existing grounding system will be extended to the LH2 separator / storage tank and piping. Fire protection will be installed for the LH2 separator / storage tank, vaporizer and adjacent piping. Abandoned in place piping and supports in the area will be deconstructed. The LC 39B area will be undergoing other construction modifications and operational activation activities during the performance of this construction project. The North American Industry Classification System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $15.0 million. The effort will include the following task: Task 1 Install LH2 Vent In-Line Liquid Separator, LC-39B The Performance Period including all tasks shall be completed in 365 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $5,000,000 and $10,000,000. The anticipated release date of the RFP is early December with an anticipated offer closing date of early January. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled for middle December. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings have an Export Determination of ITAR Controlled - and are considered controlled documents. Therefore, download of documents wont be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS).
