REQUEST FOR INFORMATION (RFI) For Light Engineer Utility Trailer (LEUT) Type I and Type II 27 January 2016 Light Engineer Utility Trailer (LEUT) I. Request for Information (RFI). The Product Director, Light Tactical Vehicles (PD LTV) is conducting an RFI to solicit industry input to understand available capability to provide logistics management information and to develop logistics products and equipment training that meets the requirements for the Light Engineer Utility Trailer (LEUT) Type I and II systems. No contract shall be awarded from this RFI. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor does it imply or guarantee one shall be issued in the future. Also, it is not a request seeking offerors interested in being placed on a solicitation mailing list. Responding to this questionnaire is voluntary, and no reimbursement shall be made for any costs associated with providing information in response to the RFI nor any follow-on information requests. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. If a solicitation is released, it shall be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The information provided in this RFI is subject to change and is not binding to the Government. II. INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: Please answer all of the questions below. Responses to this RFI questionnaire and any requests for clarifications should be sent via e-mail to: john.b.wilson154.civ@mail.mil. You are required to put "Response to LEUT RFI" in the subject line of the e-mail. Please submit your response no later than close of business, Eastern Standard Time, February 11, 2016. Please Note: Responses to this RFI will not be returned, nor will detailed feedback be made available. Proprietary Information. The United States Government (USG) acknowledges its obligations under Title 18 U.S.C. 1905 to protect confidential information provided to the Government. Pursuant to this statute, the Government is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be clearly marked PROPRIETARY and must be accompanied by an explanatory text so that the Government is clearly notified on what data is proprietary. • Mark only data that is truly proprietary. • Do not mark data that is already in the public domain or is already in possession of the Government or third parties on an unclassified basis. Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS". Disclaimer: The Government is not responsible for the public disclosure of unmarked data received in response to this RFI. Accordingly, the potential offeror shall ensure that technical data provided in response to this RFI shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. Should the Government need to reproduce the protected data for distribution purposes between Government offices, all such data will be reproduced with restrictive legends in place. III. Describe your firm's customary practices with regard to packaging, warranty, discounts, etc. under which your firm makes commercial sales of Technical Manuals? c. Describe your firm's capabilities to deliver Department of the Army (DA) authenticated manuals? 5. Experience a. What experience (if any) does your firm have in publishing Army Technical Manuals to include Operator, Maintenance, Training, and Trouble Shooting Instructions, in accordance with MIL-STD-40051-2C or Commercial off the Shelf (COTS) manuals? b. What is your firm's experience with Repair Parts and Special Tools List (RPSTL) manual for schematics (e.g. frame and ABS (including illustrated parts breakout)), in accordance with MIL-STD-40051-2C or Commercial off the Shelf (COTS) manuals? c. What is your firm's experience with Army provisioning and developing Army formatted Interactive Electronic Technical Manuals (IETMs)? d. Does your firm have recent experience (within the past 3 years) with providing Government Operator and Maintenance Manuals in accordance with military performance specifications? If so, please explain. e. The following questions focus on the management of Technical Manuals: i. Does your firm have previous experience managing the development and publication of the technical manuals in accordance with MIL-STD-40051-2C or Commercial off the Shelf (COTS) manuals? ii. Does your firm have previous experience providing the logistics, engineering data, and drawings in the appropriate format to support the development of the Operator, Maintenance, and Repair Parts Special Tools (RPSTL) manual? iii. Does your firm have experience managing subcontractors who develop Army technical or commercial manuals for your equipment? 6. Solution a. Please describe the potential solutions your firm would propose to deliver Operator, Maintenance, Training, Trouble Shooting Instructions, and RPSTL (including illustrated parts breakout) manuals in accordance with MIL-STD-40051-2C. b. Would your firm perform this requirement in-house or would this effort need to be subcontracted out? c. Does your firm have a current logistic and technical manual solution or has it been awarded a Government contract in the past for a logistic and technical manual solution? If so, please provide the procuring agency and corresponding contract number. 7. Availability a. After receipt of a contract, would you be able to deliver draft preliminary technical manuals (PTMs), in accordance with MIL-STD-40051-2C, for Government review within 120 days?
