- 1. Introduction This sources sought is issued to conduct market research and determine the availability and technical capability of all sources to provide the required services. This announcement is for information only and not a request for proposal. No contract award will be made upon close of this announcement. 2. Desired End State The Vermont National Guard is seeking information on vendors that could provide a minimum of two (2) subject matter experts (SME) in structural collapse Search & Extraction (S & E) for support of Vermont's Vigilant Guard exercise from 28 July 16 - 2 Aug 16. The exercise will be conducted at a Structural Collapse Venue Site (SCVS) in Colchester, VT. The exercise encompasses six days and includes three consecutive 24 hour (continuous operation) time periods. One SME must be onsite at the SCVS during all training iterations. 3. Requirements The contractor would be responsible for synchronization, training, and technical safety of the Search & Extraction training lanes within the SCVS. The SME's must be NFPA 1006 Rescue Tech level 2 certified and proficient with Chapters 6, 7, 8 & 9. The SME's are not required to provide any special equipment other than personal safety equipment. Units participating in the exercise are responsible for providing and utilizing all organic equipment. The SME's must be capable of providing training for the S & E in the following skill areas: a. Rope evolutions b. Lifting and hauling evolutions c. Confined space evolutions d. Breaching evolutions (cutting concrete & rebar) e. Shoring evolutions to include: - 2 post vertical shore - Laced post shore - Cribbing - Door shore - Trench shore - Double raker shore - Anchors f.
