Statement of Work NFPA 101 Life Safety Code NFPA 110 Power Generating Equipment Programmable Logic Controller Statement of Work NFPA 72 COMBINED SOLICITATION/SYNOPSIS PURCHASE PROFESSIONAL SERVICES FOR FACILITIES TRAINING (i) This is a combined solicitation/synopsis for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Written quotes (oral quotes will not be accepted) shall be submitted on RFQ reference number RFQP0700COBO160002. (iii) This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-86. (iv) This procurement is being issued as unrestricted. The North American Industry Classification System (NAICS) Code is 611430 with a small business size standard of $7.0M. (v) Contract Line Items resulting from this solicitation will be as follows: CLIN 0001: Course: NFPA 110 Power Generating Equipment Training Class Number of Participants: 24 Location: Management and Specialty Training Center Aurora, CO Date: March 1-3, 2016 CLIN 0002: Course: NFPA 101 Life Safety Code Training Number of Participants: 30 Location: Management and Specialty Training Center Aurora, CO Date: March 1-3, 2016 CLIN 0003: Course: NFPA 72 Fire Alarm Code For Managers Training Number of Participants: 30 Location: Management and Specialty Training Center Aurora, CO Date: March 1-3, 2016 CLIN 0004: Course: Programmable Logic Controller Number of Participants: 12 Location: Management and Specialty Training Center Aurora, CO Date: March 1-3, 2016 (vi) Description of Requirement: The instruction of four (4) courses consisting of NFPA 110 Power Generating Equipment Training, NFPA 101 Life Safety Code Training, NFPA 72 Fire Alarm Code for Managers Training, and Programmable Logic Controller on March 1-3, 2016. All class work must be completed during classroom hours. Classroom hours will be 7:30 AM to 4:30 PM. Lunch break will be one hour. Quotes will be accepted from contractors with the ability to provide an instructor to teach these courses who meets technical requirements listed in the statement of work for each course. Contractors are required to submit - with their quote, proof that the solicitation requirements have been met. This can be done through the submission of resumes, CVT's, training records etc. Actual travel expenses, to include lodging, meals, and incidentals must be included in quotes. The Government will not be responsible for fees incurred in preparation of quotes. Responses will be considered Firm Fixed Price Quotes. (vii) One (1) firm fixed-priced purchase order will be issued as a result of this solicitation unless no one contractor can provide all four of the training classes. Quotations must be received no later than 5:00 PM Eastern Standard Time on the closing date. Quotes can be submitted electronically by e-mail attachment in Microsoft Word and/or Excel using the RFQ Response Form. Electronic copies should be addressed to e2ingram@bop.gov. Faxed quotes may be submitted to 202-514-0523. The Federal Bureau of Prisons (BOP) anticipates making a single award based on a technically acceptable/lowest price source selection basis. Quotes must meet every (all) technical criteria identified in the order to be considered for award. Award shall be made on the basis of the lowest price of responses meeting or exceeding the technical criteria. Offers will be reviewed to determine that technical requirements have meet sufficiently addressed. The BOP may make award without discussion, however reserves the right to open discussions if deemed necessary. Quotes will be evaluated in the following areas: 1. Technical Acceptability 2. Price This combined solicitation/synopsis shall not be construed as a contract or a commitment of any kind. This request for quotations in no way obligates the Federal Bureau of Prisons to award a contract, nor does it commit the Federal Bureau of Prisons to pay any cost incurred in the preparation of the quote. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
