- Description
- The Department of the Air Force intends to award a sole source contract for a Falcon Star Plus structural modification to 14 Turkish F-16 Block 40D aircraft. This contract action is under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Lockheed Martin Corporation, 1 Lockheed Blvd, Fort Worth, TX 76108-3619. Estimated period of performance is from 1 November 2016 through 31 October 2018. The Turkish Air Force, AFLCMC/WWMSH (F-16 Turkey Program Office), requires Falcon Star Plus modification to the F-16 Block 40D aircraft. The modification requires a highly specialized service and only Lockheed Martin has the comprehensive and unique engineering knowledge base and data system required to complete the modification. This is not a solicitation or request for proposal, nor does it restrict the Government to a specific acquisition approach. The Government intends to solicit and negotiate for modification to the aircraft with only one source under the authority of FAR 6.302-1 [10 U.S.C.(c)(1)], Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide modification to the aircraft without substantial duplication of costs to the Government or unacceptable schedule delays. A determination by the Government not to compete with this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with award of the contract modification. Responses are due by 16 Feb 2016, 2:00 p.m. (MST) via email to kali.miller@us.af.mil.
