Description

The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), 11100 Johns Hopkins Road, Laurel, MD 20723-6099 for an effort entitled "Bremsstrahlung-Based Active Interrogation - Photon Active Search System (BBAI-PASS) Analysis." The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). JHU/APL is the only responsible source capable of fulfilling this requirement without substantial duplication of cost to the Government that is not expected to be recovered through competition. The documentation and analysis of the BBAI-PASS program is currently being performed by JHU/APL under an ongoing DTRA contract. JHU/APL has exclusive knowledge about the BBAI-PASS program and history from thoroughly researching and collecting information, to include personal interviews, on the BBAI-PASS program since inception. JHU/APL has unique experience with PASS and its operation, limitations and capabilities because they attended the PASS experiments, collected data while on-site, and continues to work with the lead laboratory that conducted the experiments in analysis of the PASS performance. The scope of this effort is to analyze the current and future BBAI-PASS experimentation data and modeling provided by the lead laboratory to support military utility determination and fully document the BBAI-PASS effort. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
