Description

Request for Information (RFI) THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect cost or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Formal notices will be posted on the Federal Business Opportunities (FBO) website, http://www.fbo.gov/. GENERAL INFORMATION: The 82d Communications Squadron (82 CS) and the 82d Contracting Squadron (82 CONS) at Sheppard Air Force Base are developing strategies for the design and installation of an IPTV-based television system. The system will provide television access for up to 10,000 users. 82 CS and 82 CONS are conducting market research into options available from IPTV suppliers/manufacturers to meet these requirements. DESCRIPTION: The objective of this system is to provide a single "point-of-entry" for television service and provide television channels to users throughout the base, via a method alternative to traditional cable television delivery methods. Cable television via coaxial distribution is the current primary means of providing television service to base users. SCOPE: The vision for an IPTV system for Sheppard Air Force Base is to provide between 4 to 8 television channels for up to 10,000 users. The goal for this system is to provide an alternative to traditional cable television delivery methods by utilizing a single "point-of-entry" as a source of television service. Users will have the capability to view provided channels on networked computers via software, or set-top boxes for television viewing.   PURPOSE: The United States Air Force (USAF) intends to use the information obtained via this RFI to potentially construct a follow-on Request for Quote (RFQ) should this information solidify into an executable program to install an IPTV system. There is no guarantee that the RFI or any associated RFQ will result in a contract award. The USAF will consider all possible procurement options arising from this effort including single awards, multiple awards, and small business set-asides. In order to begin formulating an acquisition strategy for the follow-on contract(s), the USAF intends to use the information gathered from this effort to begin to assess capabilities and interest to provide an IPTV system to meet the described requirements. All interested vendors shall submit a response demonstrating their capability to provide the described requirements listed in the attached document. Proposals are not being requested or accepted at this time. See attached document for information regarding submissions.
