- Fuel BPA Terms and Conditions Fuel BPA Scope of Work This is a Sources Sought Notice (Request for Information). The U.S. Army Corps of Engineers, Rock Island District, is looking for qualified vendors, whom are interested in a Blanket Purchase Agreement (BPA) for the supply and delivery of fuel and oil products. The agreements will be issued in accordance with FAR 13.303. The agreements will be valid for a period of five (5) years from the date that the Master Agreement is established. Call Orders will be placed against the BPA as supplies are required. The Contractor shall deliver quantities of fuel and oil type products to location(s) identified and in accordance with the specific call order being issued. The contractor may submit quotes on all or some of the requested quantities. Hauling and delivery of material(s) will be to specific designated location(s) identified in a call order request to one or several locations within the Rock Island District. Locations are specified within the Scope of Work (attached). When types and quantities of material are required, a request for quote will be initiated and sent established BPA vendors (via email). Vendors may choose to submit a quote or not. The exact terms and conditions, as well as the scope of work for these requirements have been attached for your review and determination of interest. The associated NAICS code is 324110 and the BPA's are set-aside for small business. Procurement History: Currently the Rock Island District has several BPA's in place for these types of items. In the past year there have been fourteen (14) call orders issued. The call orders have ranged in value from $4,596.10 to $43,301.25. Vendors are not required to provide 100% of the item(s) listed in order to be considered for this BPA. A Blanket Purchase Agreement (BPA) as defined by FAR 13.303(a) is a simplified method of filling anticipated repetitive needs for supplies or services by establishing charge accounts with qualified sources of supply. The award of a BPA does not guarantee nor obligate the Government to any orders to a BPA holder in any way. When a requirement for supplies listed within the BPA arises, the Government shall compare prices of all BPA awardees and select the BPA holder that offers the best value to the Government. This should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a purchase order on the basis of these sources sought or otherwise pay for information solicited. Interested parties shall be actively registered in the System for Award Management (SAM).
