- NOTE: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through FBO. The Naval Undersea Warfare Center, Division Newport, Rhode Island (NUWCDIVNPT) intends to purchase CW-1181D, CW-1181E and CW-1147 Domes that meet the requirements of Naval Sea Systems Command (NAVSEA) drawings. A five (5) year Indefinite Quantity/ Indefinite Delivery (IDIQ), Firm Fixed-Price (FFP) type contract is anticipated. The contract intends to purchase the following: CW-1147 dome mold drawings, CW-1147 mold, CW-1147/CW-1181D/CW-1181E pre-production domes, and CW-1147/CW-1181D/CW-1181E production domes in accordance with Naval Sea System Command (NAVSEA) drawings. Further detail will be provided in Solicitation # N66604-16-R-0745, which is anticipated to be released on or about 3/1/16. NAICS code 325212, Size Standard is 1,000 employees. This requirement is 100% set-aside for small business. In order to receive the Drawings, offerors must be registered according to DOD Joint Certification Program (JCP). See website http://www.dlis.dla.mil/jcp for further information. The drawings are attachments to this posting. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Evaluation factors are Technical Capability, Past Performance and Price. Technical Capability consists of four subfactors (Producibility/Throughput Rate, Facilities, Technical Risk Assessment, and Administrative Aspects of the Resulting CW1181D/E and CW-1147 domes contract). Award will be based on the tradeoff process as follows: Technical Capability and Past Performance are essentially equal. All evaluation factors other than Price, when combined, are approximately equal to Price. Price will increase in importance as competing proposals approach Technical Capability/Past Performance equality or when it is so significantly high as to diminish the value of technical superiority to the Government. Minimum delivery requirements will be established in the solicitation in terms of months after receipt of order, F.O.B. Destination Naval Station Newport; Newport, RI.
