CONSTRUCT NEW MENTAL HEALTH FACILITY Carl Vinson VA Medical Center SOLICITATION NUMBER: VA247-16-R-0274 NOTICE TYPE: Presolicitation CONTRACTING OFFICE ADDRESS: Carl Vinson VA Medical Center, 1826 Veterans Blvd., Building 29, Dublin, GA 31021 This is not a solicitation. A solicitation will be issued on or about February 17, 2016. SYNOPSIS: This is a Pre-Solicitation Notice to announce the proposed construction of the New Mental Health Facility to be located at the Carl Vinson VA Medical Center in Dublin, GA. PROJECT NUMBER: 557-380 DESCRIPTION: The Contractor shall provide all necessary tools, labor, materials, equipment, permits, license, and supervision for the construction of a new mental health facility in accordance with provided specifications and drawings. Work includes but is not limited to general site clearing and preparation, general construction, plumbing, structural, HVAC, electrical, and landscape. The full Statement of Work will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws regulations, and applicable code requirements. TRADES: The project requires a General Contractor to coordinate the various trades. Trades to be utilized will be predominately Mechanical (HVAC, plumbing, pipefitters, sheetmetal mechanics), Electrical, Carpentry, Laborers, Painters & Controls (DDC), Masons, and Bricklayers. There is significant civil site work to include underground utilities (water, storm sewer, sanitary sewer, electrical distribution, communication). DURATION OF CONSTRUCTION: 550 calendar days from receipt of Notice to Proceed. Classification Code: Y - Construction of Structures and Facilities CONTRACT INFORMATION: This announcement is a "Full and Open after Exclusion of Sources" acquisition. The proposals will be evaluated using a best value source selection process. The selection process will evaluate such factors as Prime Contractor Experience, Prime Contractor Past Performance, Technical Approach, and Management. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered equal to price. A construction cost limitation will be provided with the technical requirements package. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System (NAICS) code is 236220, with a size standard of $36.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded no later than March 31, 2016. To be eligible for contract award, a firm must be registered with System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/ and certification verified in VetBiz as SDVOSB. TYPE OF SET-ASIDE: 100% SDVOSB PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. The Carl Vinson VA Medical Center is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost efficient.
