- The Contracting Department, NAVSUP Fleet Logistics Center Norfolk, Norfolk, VA, 23511-3392, intends to negotiate an 8(a) Set-Aside Indefinite Delivery/Indefinite Quantity type contract with Firm-Fixed Price provisions for Civilians in the Battlefield Support services. FAR Part 15 Contracting by Negotiation will be utilized. This requirement will provide Civilians in the Battlefield training support services and training aids for Combat Arms Units, Combat Support Units, and other U. S. Navy or host installation resources engaged in pre-deployment training to be provided by the Contractor on an individual Task Order basis. Training services include: program management, role players, makeup artists, set builders and subject matter experts (SMEs) performing as foreign language speakers, civilians on the battlefield, insurgents, terrorists, military/police units and other personnel encountered in the intended area of operation. Training aids include: vehicles, store front facings, watercraft, blank weapons and other battlefield effects required to provide training environments that simulate real-world conditions. A complete RFP package will be available on or around 01 March 2016 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fbo.gov/. The place of performance will be the United States onboard both DoD and non-DoD facilities. The North American Industry Classification System (NAICS) code for this acquisition is 711190 Other Performing Arts Companies. The size standard is $27.5M. The prospective solicitation will be processed utilizing Full and Open Competition After Exclusion of Sources and will be set-aside for 8(a) business concerns. The resulting contract will be for a twelve month base year and four one-year option periods along with FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available for download at the above site. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusal to accept an offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
