Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with M Squared Lasers, Inc. of Cambridge, Massachusetts for the purchase of a Laser Sum Frequency Generation System under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST Center for Nanoscale Science and Technology (CNST) Electron Physics Group (EPG) requires the purchase of a continuous-wave laser sum-frequency generation system able to produce single-frequency, tunable laser light at a wavelength of 323 nm. The laser light from this system will be used as a first step in the photoionization of cold lithium atoms as part of a cold atom ion source. This ion source is being built by the CNST as a modification to a focused ion beam scanning electron microscope (FIBSEM) system in order to realize a high brightness nanometer-scale focused ion beam of lithium ions. This beam will be used for research on lithium ion battery materials as part of CNST's mission to develop new nanoscale measurement capabilities in support of users in the user facility. M Squared Lasers, Inc., is the only vendor in the commercial marketplace capable of producing a laser generation system that can provide for a sum-frequency generation function. It is the only system has the sum-frequency function incorporated into its product. Therefore, M Squared Lasers, Inc. is uniquely qualified to provide the required Continuous-Wave Laser Sum-Frequency Generation System. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334413, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on February 23, 2016. Inquiries will only be accepted via email to cory.worley@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
