Description
Project Area This SOURCES SOUGHT NOTICE is for Market Research ONLY to determine the availability of potential small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought Notice. NO SOLICITATIONS, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute an Invitation for Bid (IFB), it does not guarantee the future issue of an IFB; nor does it commit the government to contract any supply or service whatsoever. Further, the Agency will not accept unsolicited proposals. Potential offerors having the skills, capabilities and bonding requirements necessary to perform the described project work are invited to provide feedback via email to Vicki Supler at vicki.supler@wdc.usda.gov. All responses shall be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the USDA-NRCS is considering whether or not to set aside an acquisition for Certified HUBZone Small Business concerns, Certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Woman Owned Small Business Concerns, and Small Business Concerns, or to solicit unrestricted. The applicable North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $36.5 million. The estimated value of the procurement is more than $10 million. The capabilities will be evaluated solely for the purpose of determining to set-aside for the small business community or to conduct as an unrestricted procurement. Businesses other than small business may response to this NOTICE in the event that the market does not indicate small business interest; however, the sole purpose of this notice is to determine small business capability. The government must ensure there is adequate competition among the potential pool of available contractors. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the contractor shall perform at least 20% of the cost of the contract, not including the cost of materials, with its own employees. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future IFB, if any is issued. Respondents will not be notified of the results of the evaluation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: ME-20 South Grand Chenier Marsh Creation Project is located in Cameron Parish, Louisiana between Louisiana Highway 82, Hog Bayou and east of Second Lake. The objective of the ME-20 South Grand Chenier Marsh Creation Project is to create or nourish 452 acres of marsh by placement of earthfill into confined and unconfined marsh creation cells from a borrow source located five miles offshore in the Gulf of Mexico. The USDA-NRCS is seeking interested vendors with successful past performance, current relevant experience, personnel, equipment, capability and bonding capacity to perform the construction of 33,560 linear feet of containment dikes, placement of staff gauges, performance of magnetometer surveys, pre-construction, progress and post-construction surveys, lighted warning buoys, placement of 1,506,440 cubic yards of marsh creation earthfill, and dewatering structure removal. Bid bonds, payment bonds and performance bonds will be required. SCOPE OF CAPABILITIES: The USDA-NRCS is searching for contractors that are capable of meeting all of the above requirements. REQUESTED INFORMATION: Since this notice is being used to assess the extent of firms capable of fulfilling the government's requirements, this Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Firm's name, address, point of contact, phone number and email address. 2. Evidence of bonding capacity to the maximum magnitude of the project, to include both single and aggregate totals. 3. Evidence of successful project work similar in scope, like marsh creation projects, to that indicated for this project to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. 4. Have you previously performed construction of marsh creation areas from a Gulf of Mexico borrow source located five miles offshore or more? If yes, please provide a short narrative to describe the work previously performed and the type and size of equipment utilized. 5. Have you performed marine construction work in water depths that exceed 25 feet up to 40 feet? If yes, please provide a short narrative to describe the work previously performed and the performance roles. 6. Have you performed work in marine areas with seas that could exceed 6-8 feet? If yes, please provide a short narrative to describe the work previously performed and the performance roles. 7. Have you performed construction work in tidal wetlands? If yes please provide a short narrative to describe the work previously performed and the performance roles. 8. Is your company currently registered with the Central Contractor's Registration (CCR) database at SAM.gov? If not, has it been registered or does it plan to register? 9. In consideration of NAICS Code 237990, with a small business size standard in dollars of $36.5 million, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman Owned Small Business, HUBZone Small Business or 8(a) Business. 10. Is your company currently prohibited from doing business with the Federal Government? Yes/No (If yes, explain). All of the above information must be submitted in sufficient detail for a decision to be made on an applicable set aside. Interested firms shall respond to this SOURCES SOUGHT no later than 2:00 p.m. Central Time, February 22, 2016.
