Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Explosives Examiners, LLC, 3714 Crescent Drive, Pearland, TX 77584. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 335999: All other Miscellaneous Electrical Equipment and Component Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Explosives Examiners, LLC, 3714 Crescent Drive, Pearland, TX 77584 KV-2S Detonation Chamber Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI requires a KV-2S Detonation Chamber in order to test devices and charges with a high turnaround, it is necessary to have a detonation chamber inside the high-bay of a FBI building. The indoor detonation chamber will allow for the testing of materials up to 2 kg (5 lbs) of TNT equivalent regardless of conditions on the outdoor testing facility. Due to the nature of the chamber, it will also be possible to conduct multiple shots in a single day unlike the outdoor facility which will have a much lower throughput. OZM Research is the sole manufacturer of the KV-2S Detonation Chamber and Explosive Examiners is the sole distributor in the United States. The KV-2S Detonation Chamber is the only detonation chamber that will meet all of the FBI requirements listed below: 1. System must have four (4) separate optical viewing ports; 2. System must be rated to contain an event up to 2 kg of TNT equivalence; 3. System must be a vertically oriented system to minimize footprint; 4. System must have the ability to be remotely controlled; 5. System must have a locking safety ring which interrupts the ignition circuitry until the ring has been properly positioned; 6. System must come with all the required hydraulic systems in order to facilitate the opening and closing of the system; 7. System must have the ability to be hooked into an active ventilation system to clear the chamber of detonation products; 8. System must have a port available which allows for cabling for any instrumentation installed the chamber to pass through. Sole-Source Justification - See Attached This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, February 12, 2016, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
