- N00164-16-R-WS00 - SOLE SOURCE - EA-18G INCANS TECHNICAL SUPPORT AND REPAIR PARTS - FSC 5865 - NAICS 334511 Anticipated Issue Date 08 APR 2016 - Anticipated Closing Date 09 MAY 2016 - Time 12:00 PM EST Naval Surface Warfare Center (NSWC) Crane has a requirement to procure assemblies, subassemblies, bit/piece parts, testers and associated equipment, ancillary equipment, programmatic support, engineering and technical support, research, development and design, product improvements, system and subsystems integration, repairs, training, logistical and fleet support, drawings, data, software in support of the Interference Cancellation System (INCANS) used on the EA-18G aircraft. This effort will be Sole Sourced to Harris Corp. 7821 Orion Ave., Van Nuys, CA, 91406-2029 in accordance with the authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. Individual Job Orders will also be synopsized 30 days prior to award. The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would result in significant duplication of costs and provide items that only functionally meet the requirements. Procurement of INCANS systems, which are not form, fit and functionally interchangeable, would result in not only development costs but more significantly, sustainment costs. The effort will not be set aside for small business concerns. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified by the solicitation. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
