The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities website ( https://www.fbo.gov ) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. The Naval Sea System Command (NAVSEA) intends to issue a Full and Open Competitive solicitation for the development of Navy Electronic Chart Display and Information System (ECDIS) Software. An ECDIS system is fielded on all U.S. Navy ships as the primary navigation plotting system. The capability displays the information from Electronic Navigational Charts (ENCs) or Digital Nautical Charts (DNCs) and receives ship's position, navigation and timing data to give the ship an accurate representation of its position to ensure safe navigation. Navy ECDIS Software must comply with a Software Requirements Document (SRD) which includes open architecture standards, OPNAV Instruction 9420.2A requirements, and International Maritime Organization (IMO) regulations. This procurement includes testing at a government land test site to verify the software meets the requirements and shipboard integration testing to verify interoperability. This procurement also includes follow-on maintenance software builds to address hardware tech refresh and cyber security operating system updates. Software documentation will be prepared and delivered in support of the software. In process program and design reviews, and a configuration management process will be required. NAVSEA intends to issue a single award contract for a Cost Plus Incentive Fee (CPIF), Cost Plus Fixed Fee (CPFF), and Cost type contract. Contract award is anticipated in Fiscal Year (FY) 2017 with up to four priced option s. NAVSEA is hosting a Program Executive Office, Integrated Warfare Systems (PEO IWS) 6.0 Industry Day for interested contractors for the Navy ECDIS Software effort. The purpose of this industry day is for the Government to provide a top level requirements briefing to interested contractors in order to improve Industry's understanding of the Navy ECDIS software requirements and the anticipated contracting approach. Each contractor desiring an opportunity to conduct one-on-one discussions with the Government will be allotted a period not to exceed 45 minutes in duration during the industry day. Contractors will be limited to one (1) session with the Government for the duration of the Industry Day conference. The purpose of industry day one-on-one discussion meetings is to allow industry an opportunity to openly communicate with the Government by providing comments and inputs early in the acquisition process. The date and time of requested one-on-one sessions will be sent via email directly to each interested contractor NLT 1600 on Thursday, 10 March 2016. The Government is providing a draft copy of the Navy ECDIS Statement of Work (SOW) and CDRLs in order for interested parties to review and provide questions/comments prior to the Industry Day. All questions that will be presented to the Government at industry day either in the group Q&A session or in a one-on-one meeting shall be submitted to the Contracting Officer, Simone Brightmon, via email ( simone.brightmon@navy.mil ) no later than 1 March 2016 in order to provide the Government adequate time to respond by industry day. Any additional questions which arise due to the Government's presentation will be collected during industry day. All questions will be posted to the Federal Business Opportunities website ( https://www.fbo.gov ) with the applicable Government response included after industry day. The industry day will be conducted on 14 March 2016 at CACI Conference Center, First Floor, 300 M Street SE, Washington, D.C. in the Yancey Room. One-On-Ones will be in the same CACI Conference Center. Room name will be provided when scheduled. (Directions and maps will be provided at a later date). Each contractor is limited to three (3) participants to attend the briefing and One-on-One session. An attendee list consisting of name, company, email address and phone number will be provided to all attendees after Industry Day is completed. No audio/visual recording devices of any kind will be permitted. General Stipulations: This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
