Description
This is a SOURCES SOUGHT SYNOPSIS. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals, offers, or quotes are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS, OFFERS, OR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. REQUIREMENT The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a SOURCES SOUGHT SYNOPSIS (N00189-16-R-Z027) to provide language and culture training services in support of the Navy Intelligence Foreign Language Program (NIFLP) and Navy Language, Regional Expertise, and Culture Program (LRECP) of the Center for Information Dominance (CID). These language training services shall be performance-driven with outcomes measured against the Interagency Language Roundtable (ILR) scale for the modalities of Listening (L), Reading (R), and Speaking (S). Information about the ILR scale is available at http://www.govtilr.org. Similarly, culture training services shall be knowledge and / or performance based, as appropriate, and, when applicable, training outcomes shall be measured against the ILR scale for Competence in Inter-Cultural Communication (C). This scale can also be found at the previously stated web address. The above stated culture training may focus on any nation or region of the world in which U.S. Navy personnel may find themselves, including landlocked countries. Foreign Language Training is primarily focused on languages of highest interest to the Navy and which are widely spoken. These languages include Arabic (and its many dialects), Chinese Mandarin, French, Hebrew, Korean, Persian Farsi, Russian, and Spanish; however, CID N01L has also coordinated training for Navy personnel in other languages such as Bahasa, Dutch, Greek, Khmer, Malay, Portuguese, Thai, Turkish, Vietnamese, etc. However, the Navy may have a requirement for any of the thousands of languages spoken worldwide. In accordance with detailed task orders, the contractor will be required to deliver foreign language and/or cultural orientation instruction in specified subjects and at specified locations, dates, and times. The contractor will be required to select or prepare and provide requisite materials (e.g., multi-media presentations, textbooks, workbooks, student handouts, etc.). Task orders may require the Contractor to deliver instruction in facilities provided/arranged by the Contractor, in facilities provided by the Government (which may include naval vessels underway embarking and/or disembarking in U.S. or foreign ports), or for Executive-level personnel, in private residences The PWS for this requirement is attached to this announcement for informational purposes only. THE PWS ATTACHED HERETO IS NOT FINAL AND IS SUBJECT TO CHANGE. The proposed contract type is a Firm Fixed Price, and Indefinite Delivery, Indefinite Quantity type contract with a base period of performance of one year and four option years. INTERESTED PARTIES The type of solicitation to issue and set-aside may be influenced by the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of the capabilities and qualifications of various interested businesses including, but not limited to, members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) Responses to this posting shall provide a summary of their company ™s capabilities including organization name, address, and description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, and CAGE Code. Of particular significance is the ability for companies to perform within the timing constraints listed in 1.6.1 of the PWS. Responses should address their ability or meet the quick turnaround required and may propose alternate timing possibilities. All submissions must be received by 1700 EST, 16 February 2016.
