- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. (8) Proposed Solicitation Number: W911QX-16-T-0095 (9) Sources Sought Closing Response Date: 02/12/2016 (10) Contact Point: Ariel Amey, Contract Specialist, ariel.m.amey.civ@mail.mil (11) A. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Performance Work Statement C.1 Objective: The purpose of this effort is to carburize pin and plate test specimens owned by the Vehicle Technology Directorate (VTD) of the Army Research Labatory (ARL) located in Aberdeen, MD. C.2 Requirement C.2.1 The Contractor shall perform the following Off-Site surface treatment processes on the Government Technical Point of Contact (TPOC) provided test pins and test plates. The Contractor shall ensure that carburization begins within two (2) weeks of contract award. The Contractor will contact the Government TPOC within two (2) days of contract award to set a start date. The Government TPOC will respond within two (2) days to confirm the start date. C.2.1.1 The Contractor shall complete the following surface treatment processes on a total of 101 test pins and 94 test plates to aerospace quality. The plates have dimensions approximately 2.36"x1.57"x 0.19". The pins have dimensions approximately 0.50"x0.25"x0.175". The Government TPOC will provide the test pins and test plates at least two (2) days before the agreed upon start date. The Contractor shall thoroughly clean the pins and plates before conducting the surface treatment process. The Contractor shall perform, if necessary, test runs on up to two (2) pins and two (2) plates on each material to optimize the carburization process for the test specimen sizes. C.2.1.1.1. The Contactor shall case carburize 16 pin specimens and 18 plate specimens made from Pyrowear 53 to a depth of 0.035" to 0.040". The surface hardness shall be at least 50 HRC. C.2.1.1.2. The Contactor shall case carburize 38 pin specimens and 22 plate specimens made from 9310 to a depth of 0.035" to 0.040". The surface hardness shall be a minimum of 50 HRC. C.2.1.1.3. The Contactor shall case carburize 16 pin specimens and 18 plate specimens made from Ferrium C-61 to a depth of 0.035" to 0.040". The surface hardness shall be a minimum of 55 HRC. C.2.1.1.4. The contactor shall case carburize 15 pin specimens and 18 plate specimens made from Ferrium C-64 to a depth of 0.035" to 0.040". The surface hardness shall be a minimum of 55 HRC. C.2.1.1.5. The contactor shall either case carburize or through harden 16 pin specimens and 18 plate specimens made from M-50. If case carburized depth shall be 0.035" to 0.040". The surface hardness shall be a minimum of 60 HRC. C.3 Protection from corrosion and handling damage C.3.1.1.1. After final carburization the test pins and plates shall be protected using good industry practice to main the pins and plates free of dings, scratches, and corrosion. Pins and plates with corrosion or handling damage shall not be accepted. C.5 Delivery C.4.1.1.1 The contractor shall return the test pins and test plates to the TPOC upon completion of the above mentioned surface treatment processes within one (1) week of completing the last surface treatment process. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 employee standard that accompanies NAICS code 541711. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought synopsis are due no later than 11:59pm Eastern Standard Time (EST) on 2/12/2016.
