- In an effort to establish early and meaningful correspondence with industry on the Transition, Employment and Economic Impact (TEEI), the Department of Veteran Affairs (VA), Veterans Benefits Administration (VBA) Office of Transition, Employment, and Economic Impact, and Strategic Acquisition Center -Frederick (SAC-F) as a follow up to the Request for Information (RFI) VA119A-16-N-0300 the VA intends to release a Request for Proposal (RFP) on or about the week of March 14, 2016. The Department of Veterans Affairs (VA), Office of Transition, Employment and Economic Impact (TEEI) has a mission to help Veterans maximize their economic competitiveness; defined as the ability to compete and remain relevant in a changing economy. Economic competitiveness is not just about employment; it encompasses overall employment, earnings, independent living, housing and educational attainment. Further, the success of the Veteran is impacted by experiences, knowledge, and opportunities afforded throughout the Military Life Cycle (MLC), including while on active duty status, or in the National Guard or Reserve. In addition, the opportunities afforded to spouses and military families can positively impact the economic outcomes for Veterans. VA's goal is to help Veterans succeed in every aspect of their lives. The work described herein is divided into seven operational lines: Administration and Management; Strategic Initiatives and Integration; Policy and Strategy: Economic Impact; Plans, Analysis, and Evaluation; Communication and Public Engagement; Curriculum and Training; and On-Site Support. Within these lines, there are six common focus areas: Transition, Special Populations, Place-Based Strategy, Digital Media, Economic Development, and Skills and Education. The contract type has not yet determined This requirement will be either a Firm-Fixed Price (FFP) contract or a hybrid Firm-Fixed Price (FFP) and Time and Material Contract for Professional services covering a 5 year period of performance, inclusive of options. The North American Industry Classification System (NAICS) code(s) for this requirement is 624310, which has a size standard $11 Million. This is anticipated to be a full and open competition solicited through the Government Point of Entry website www.fbo.gov using both FAR 12 and FAR 15.
