- JOFOC THIS IS A NOTICE OF INTENT : The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Asia Office of Strategy and Development located in Bangkok, Thailand intends to negotiate and award a non-competitive contract to Lao National Television, located in Vientiane, Laos, for the broadcast of two weekly 5-minute VOA Lao video programs, 52 lessons in total. The anticipated period of performance is one year after contract award with four (4) one-year Option Periods. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 252(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." Lao National Television is the only free-to-air national television broadcaster in Laos. The broadcast of VOA Lao video programs on free-to-air Lao television will increase the BBG's viewership in Laos. See attachment titled "Justification for Other than Full and Open Competition" for more details. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide free-to-air television broadcast services in Laos. Interested firms must state how they would fulfill the requirement above and include appropriate documentation and evidence of ownership of free-to-air transmission facilities inside Laos. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Birgit Berg, Contracting Officer, by Friday, February 19 12:00am EDST via email at proposalsubmissionMEDC@bbg.gov. ALL SUBMISSIONS MUST INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Birgit Berg, Contracting Officer via email to bberg@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not an RFP, IFB, or RFQ.
