- NSOM Special Notice FY17 Extension 1. Notice of intent to extend services. This action may result in a modification to the current contract, FA2550-08-C-8011, Network and Space Operations and Maintenance (NSOM), with Harris IT Services Corporation, 2235 Monroe St, Herndon, VA, 20171-2824, for a period of one year. The period of the possible extension is contemplated to be from 30 Sep 2016 through 29 Sep 2017. 2. Harris IT Services is considered to be the only responsible offeror for extension of the services, as the Government would experience unacceptable delays in fulfilling the agency's requirements if a new offeror were to be selected in the time remaining before the end of the last available NSOM Option. 3. In accordance with Federal Acquisition Regulation (FAR) 5.207(c)(16), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 4. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension. A determination by the Government to extend these services and not to compete this proposed contract extension, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to extend these services. Any responses to this notice of contract action shall be submitted to: Stephen Cooper, Contracting Officer, at stephen.cooper.1@us.af.mil and Jeri Ebbink, Contract Specialist, at jeri.ebbink@us.af.mil. 5. The 50th Contracting Squadron, 210 Falcon Parkway Suite 2116, Schriever AFB, plans to award a sole source contract to Harris IT Services Corporation, if required, for continued services currently provided under contract FA2550-08-C-8011, Network and Space Operations and Maintenance (NSOM), which was awarded competitively 11 Jan 2008 and which included a six month base contract period (1 Apr 2008 - 30 Sep 2008) and six priced Options of one year each. Additional priced Options were added to the NSOM contract to allow the Government to order continued performance from 30 Sep 2014 through 29 Sep 2015, and also from 30 Sep 2015 through 29 Sep 2016; the NSOM contract is currently in an Option which ends 30 Jun 2016 and the Government may exercise the remaining Option for continued performance through 29 Sep 2016. The NSOM contract is not being competed as a single follow-on contract; instead, current remaining NSOM contract requirements will be performed under two new contracts being acquired by the Space and Missile Systems Center (SMC) for: (a) Air Force Satellite Control Network (AFSCN) operations, maintenance (O&M) and logistics support services, which are being acquired under SMC's Consolidated AFSCN Modifications, Maintenance & Operations (CAMMO) acquisition and (b) 3rd Space Experimental Squadron (3 SES) Technical Advisor services, which are being acquired under SMC's Space Test and Engineering Contract (STEC). Note: Refer any questions concerning the CAMMO or STEC acquisitions to the SMC Contracting Officers for those acquisitions. All other contract services originally acquired under the NSOM contract are now performed under other, separate contracts administered by the 50th Space Wing or by SMC (except for minor services which are planned to change to performance by government personnel by the end of the current contract Option). The 50th Contracting Squadron anticipates that additional time will be required for other Air Force activities to complete the realignment of remaining NSOM requirements to two other contract vehicles. The 50th Contracting Squadron contemplates the negotiation of an additional one-year of contract performance, which will be used to provide continuity of remaining NSOM contract services while the acquisition actions are completed for the contracts which will provide the services in the future. Therefore, this notice is for a total period of one year. Once the SMC CAMMO acquisition has been completed and the CAMMO contract is ready to begin performance, the 50th Contracting Squadron plans to end any remaining NSOM contract performance. Therefore, based on the CAMMO acquisition schedule, it is possible that no extension of the NSOM contract for the period 30 Sep 2016 through 29 Sep 2017, as described in this notice, will be negotiated by the Air Force or used by the Air Force.
