RE: VA786-16-R-0089 Questions and Answers Question 1. Will the soil consistency be a local decision or will it be third party tested? Answer: Local Decision Question 2. SOW states "Minimum amount will be 80 yards to be used as needed." Is the 80 yards guaranteed? Answer: This is going to be based on burial rate and in-house projects, this is an estimate quantity, but the Government believes it will use the 80 yards a quarter. Question 3. SOW states "Excess fill-dirt located in the Spoils Area shall be maintained at a level no greater than six cubic yards." We would be happy to remove the excess spoiled dirt in 10 cu yard increments so we have a minimum of one truck load. Can you work with this? Answer: This is acceptable. Question 4. SOW states "Unless otherwise agreed, delivery shall be made from 8 a.m. - 1:00 p.m. orders of clean topsoil shall be within 5 hours after the request." As we understand the schedule there the funerals are between 10 a.m. - 2:00 p.m. on the hour. So, this item needs to be agreed upon up front that the COR will be accommodating and call for the delivery when the supply pile gets down and not wait until last minute as it may not be realistic to bring it. We respect and understand that we cannot work during a funeral or Federal holidays. But, if there are days with no funerals we may work all day? We agree that we won't wait until we are out before calling. Answer: It needs to be understood that depending on which side the burial is taking place the contractor may still be able to work and yes, as long as the cemetery is open and it does not interrupt a funeral service and there is work for the contractor, the contractor can work the entire day until C.O.B., which is 4:30pm. Question 5. Does the Combined Synopsis/Solicitation under solicitation number VA78616R0089 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government? Answer: This is a new requirement.
