- The Transportation Security Administration (TSA) intends to contract using other than full and open competition for engineering and other support services required after system deployment. Accordingly, the TSA intends to award a contracts with all original equipment manufacturers (OEM) that TSA has deployed security technology: CEIA USA, LLC, 9155 Dutton Dr., Twinsburg, OH 44087-1981 Implant Sciences Corporation, 500 Research Drive, Unit 3, Wilmington, MA 01887-4400 L-3 Communications Corporation, 10E Commerce Way, Woburn, MA 01801-1028 Morpho Detection LLC, 7151 Gateway Blvd., Newark, CA 9456-1012 Rapiscan Systems, Inc., 2805 Columbia Street, Torrance CA, 90250 Reveal Imaging Technologies, Inc., 10260 Campus Point Dr., Room 6133, San Diego, CA 92121-1522 Smiths Detection, Inc., 2202 Lakeside Blvd., Edgewood, MD 21040-1102 These contracts will address the requirements of TSA's Office of Security Capabilities (OSC) Electronic Baggage Screening Program (EBSP) and Passenger Screening Program (PSP) in support of checked baggage and checkpoint screening operations. The proposed contract actions are for services for which the Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with the OEMs of all deployed and operated security technology. Interest and capability to respond to the requirement from interested parties will be considered by the Government until 9:00am Eastern Time on February 29, 2016. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to procure using other than full and open competition. All final determinations to award contracts with the security technology OEMs using other than full and open competition is solely within the discretion of the Government. Such determinations will be publicized in accordance with FAR requirements. Interested vendors who wish to seek subcontracting opportunities should contact the above named company directly.
