Description
a. This is a Sources Sought Synopsis announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a solicitation or a request for proposal (RFP) and no contract shall be awarded from this synopsis. b. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of interested firms who have the capabilities to complete and perform contracts of this magnitude, and to address any questions, recommendations or concerns from Industry. c. Description of Project: The U.S. Army Corps of Engineers, Europe District (CENAU) anticipates to solicit and award a $49.5M Indefinite Delivery Indefinite Quantity (IDIQ) Service Multi Award Task Order Contract (MATOC) in support of fuels storage, delivery, and dispensing projects. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Under these planned contracts, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment and incidental services required to execute and document Recurring Maintenance, Minor Repair, Inspections, and Minor Construction Services at DoD fuels receiving, storage, distribution, and dispensing facilities. Contractor shall provide Recurring Maintenance and Minor Repair Services through implementation of a Preventive Maintenance Plan which defines, schedules, and executes periodic quarterly, semi-annual, and annual facility inspections. The preventative maintenance program shall also include on-call Emergency Repair, on-call Minor Repair, and Records Management at DoD fuel facilities. These contracts will be used to support potential fuel facility requirements in Germany, Belgium, The Netherlands, Italy, Spain, Greece, Turkey, Portugal, Romania, Bulgaria, UK, Poland, Lithuania, Czech Republic, Hungary, Bosnia, and Israel. This list is not all inclusive. It is estimated that the bulk of the work will take place in Germany, Italy, Spain, and Greece. It is also anticipated that there will be several MATOC pools covering multiple geographic areas with three to five contractors awarded for each contract pool. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. d. Total Value of Contracts: One contract might be issued resulting from any solicitation if issued. The amount of work for contract will not exceed $49,500,000.00 with a maximum limit per task order of $5,000,000. Work will be issued by firm-fixed-price task orders not to exceed these maximum limits. Task orders will be mostly be awarded on a lowest price basis, but best value, LPTA, or negotiated procurements are also possible. e. Performance Period: The contracts will include a base period, not-to-exceed (NTE) one (1) year and four (4) option periods (NTE one year each), for a total contract performance period NTE five (5) years. f. Anticipated Award Date: The contract(s) are anticipated to be awarded in 2rd Qtr FY17. Responding to Sources Sought a. Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation): Offeror's names, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Offeror's interest in participating on the solicitation when it is issued. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute fuels recurring maintenance, minor repair services, and minor construction, experience with comparable work performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) are requested to provide no more than 3 examples of projects performed for review. Offeror's shall highlight the individual countries in which they have the ability to perform fuel facility related requirements, and may also make recommendations on the breakdown of the MATOC country pools. Offerors shall either have the in-house capability to work in most of the countries noted above, or discuss what arrangements (e.g. teaming arrangement, joint venture) it has or will put in place to perform the work in all countries specified.
