- This goal of acquisition program is to provide a new Cart that has the same capabilities, as-built configuration, and operational characteristics as the existing AEDC removable Test Cart 1. The Test Cart is large; approximately 40' long by 34' wide by 32' high and weighs approximately 500 tons. The Cart has several large high-tolerance movable parts: this is a high-precision device that determines the quality of the aerodynamic data produced by this highly utilized National transonic wind tunnel asset. Tunnel 16T provides crucial aero-data required for the development of DoD's flight vehicles. The request for proposal will be issued on or about 1 March 2016. The RFP will only be available electronically on the Federal Business Opportunities (FBO) website. Please register as a source to be notified of RFP amendments, etc. It is the responsibility of the vendor to check FBO frequently to ensure they have all available information. NOTE: The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a legitimate business purpose may obtain a copy of the solicitation document which will be available by download from the FBO website (www.fbo.gov), if an active certification is valid. All requests for access to the solicitation document must include a certified copy of the DD Form 2345, Military Critical Technical Data Agreement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
