- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-16-Q-1113. This requirement is unrestricted. NAICS Code is 334290, Size standard is 750 employees. NUWC Division Newport intends to purchase the following items: (1) Non-Traditional Sensor System (NTSS) Transmitter Boards, P/N 113300101, five (5) each; (2) NTSS Analog Interface Boards, P/N 113300102, five (5) each; (3) NTSS Digital Interface Boards, P/N 113300103, five (5) each; and (4) NTSS HSMC Adapter Boards, P/N 113300104, two (2) each. Documentation and schematics for each board type listed above is required. The Naval Undersea Warfare Center Division, Newport intends to award this to Science Applications International Corporation (SAIC), McLean, VA. These NTSS parts are produced solely by SAIC and the technical specifications of these parts were tested and qualified via laboratory testing. The NTSS parts listed above will be incorporated into the NTSS Control Set currently being used to operate the NTSS outboard sonar hardware at NUWC Division Newport. Only SAIC parts can be incorporated into these control test sets. Offers must submit detailed product information, past performance, and prices. Evaluation is based on the offer which is Low Price Technically Acceptable. Offers should also include delivery dates and terms and the following additional information: Cage Code and DUNS #. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Offers must be submitted to Commercial Acquisition, Building 1258, Naval Undersea Warfare Center Division Newport, Code 0222, 1176 Howell St., Newport, Rhode Island 02841-1708, faxed to 401-832-4820 or e-mailed to debra.dube@navy.mil. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Required delivery is four months after award of contract. F.O.B. Destination Naval Station Newport; Newport, RI. Offers must be received by 2:00 p.m. eastern time on 22 February 2016.
