- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Companies are encouraged to respond if they have the capability and/or capacity to provide the items identified below. Respondents should identify their company name, address, email, telephone number and a name and telephone number of a point of contact having the authority and knowledge to clarify responses with government representatives. Respondents are requested to identify the applicable SEWP schedule contract numbers and any additional information applicable to this RFI. Submissions are due by 12pm EST, February 22, 2016 and may be made by submitting your response to James Martin at james.martin7@va.gov. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities. The Government requests information regarding whether or not vendors can provide any/all of the products identified below: The US Department of Veterans Affairs (VA) depends upon the unique capabilities of IBM BigFix integrated with IBM Cognos and multiple internal data source feeds for enterprise (including Internet device) visibility, vulnerability management, threat detection, incident response, internal/external security compliance reporting and general endpoint management. In order to maintain and operate this critical platform VA requires renewal and consolidation of maintenance and support services, additional licenses and flexibility in the additional licensing to allow for the shift of endpoint types over time (e.g. servers to workstation licenses, workstations to mobile devices (if the need arises)) in order to reflect the inevitable changes in enterprise make-up without forcing certain licenses to go unused and additional licenses to be acquired unnecessarily. VA is seeking a 3 to 5 Year Enterprise Support Agreement (ESA) that supports the infrastructure below, which is a snapshot of VA's current infrastructure. If an alternate (non-IBM) solution is proposed please identify how the solution will replace the current infrastructure as well as how the solution meets VA's desired ESA. "370,000 IBM BigFix perpetual workstation licenses and needs to renew service and support on those licenses; "138,500 IBM BigFix perpetual server RVU-based licensing and needs to renew service and support on that licensing; "Flexible licensing so that it supports the changing endpoint composition across all IBM BigFix products currently owned; Allow for the optional addition of IBM BigFix platform add-on features (currently available and being developed) during the life of the EA at a pre-set cost at the time of renewal or during any contract year (base or options). "Requires additional licensing across all owned products to support a total of 560,000 (+60,000) endpoints immediately; "Requires the ability to optionally add licenses as needed in increments of 10,000, 20,000, 30,000, 40,000 or 50,000 (contract options) and all license pricing should be at the matching tier that reflects discounting based off of 560,000 endpoints "Currently requires two full-time IBM Advanced Value Program (AVP) staff that have direct access to IBM Development and may optionally need to add resources in the future at a cost in synch with current AVP costs (contract options). "Owns the equivalent of 280 PVU licensing of IBM Cognos Business Intelligence for executive-level dashboards and needs to renew service and support on that licensing; This ESA must be in place by in April/May 2016 in order to provide seamless support as the older contracts being replaced expire. NOTE: Please indicate whether you are including information on name brand IBM products/services or, "or equal" products. If or equal products are identified, include detailed product descriptions and any available product literature/information that will assist VA in determining whether the solution is implementable.
