Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-16-R-0103 for the following service at Camp Butler National Cemetery; 5063 Camp Butler Road; Springfield, IL. The intent of an awarded contract shall be for: Contractor to furnish all equipment, parts, materials, labor and supervision necessary to "Raise, Realign, Reset & Clean" upright headstones and to perform ground surface renovation/re-establish turf. This is a one time contract, there is no incumbent. Payment and performance bonds may be required. There will be only 1 organized site visit: Feb 19th at 10:00am Central Time. Meet at the Administration Building. Bidders who cannot make that site visit, but still plan to conduct a site visit may do it on their own, but shall contact the Cemetery Director or Foreman to make arrangements. There will be no Cemetery Personnel available for a tour or questions at any time other than the organized site visit. All questions before and after the site visit shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 12/23 at noon. Bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after award. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. An offeror's proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Past Performance is considered of greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical approach, and price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 5617301. Size standard is $7.5 Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 12, 2016 Responses to the solicitation are due by noon Eastern time on Monday February 29, 2016. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
