- The Great Lakes Acquisition Center, on behalf of the William S. Middleton Memorial Veterans Hospital, Madison, Wisconsin (VA Madison), intends to negotiate a sole source contract with University of Wisconsin Hospitals & Clinics, Madison, WI, for Surgical Pathology and Emergent Clinical Laboratory Testing Services. The anticipated period of performance will be May 1, 2016 through April 30, 2021. The contractor shall process frozen stat specimens and provide a report within 20 minutes. STAT processing and interpretation services are also required for other highly specialized tests related to the treatment of patients with cancer and other rare diseases. Services are required 24 hours per day, 7 days per week. Contractor is required to provide all transportation of specimens from VA Madison to the testing laboratory. Contractor/subcontractor must have at least three years of experience in providing Surgical Pathology and Emergent Clinical Laboratory Testing Services. All personnel performing services under the contract must meet and maintain the applicable personnel qualifications set forth under the Clinical Laboratory Improvement Amendments (CLIA) of 1988 regulations, the College of American Pathology (CAP) accreditation standards, or other accrediting organizations' and State standards. In addition, all personnel are required to complete a NACI Background Investigation. To the best of our knowledge, University of Wisconsin Hospitals & Clinics is the only company that is able to meet the required turn-around-time required for these specimens. The authority permitting other than full and open competition for this procurement is 41 U.S.C. 3304(a)(1) Only one responsible source and no other supplies/services will satisfy agency requirements. This authority is cited and justification made based on the determination that the Government's minimum needs can be best satisfied by services available from one source. The NAICS code for this requirement is 621511. This notice of intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it is capable of performing these services, the following information must be provided to the Contracting Officer: 1.CV/Resume and licenses of proposed pathologists. 2.Description of the company's background and capability to perform the required services as well as meet the required turn-around-time of 20 minutes. 3.Copy of contractor's CLIA Certificate. 4.Copy of contractor's Certificate of Liability Insurance. This information must be submitted via email to patrice.bond@va.gov by 1:00 p.m. Central Time, February 24, 2016. Supporting documentation must be furnished with sufficient detail to demonstrate the contractor's ability to comply with the above requirements. Responses received will be evaluated; however, a determination by the Government not to open the requirement to competition, based upon responses received, is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with University of Wisconsin Hospitals & Clinics.
