- Peace Corps Roving Senior Advisor Personal Services Contract (PSC) Application Form Peace Corps Roving Senior Advisor Personal Services Contract (PSC) Statement of Work (SOW) Peace Corps (PC) seeks candidates highly experienced in expert analysis and advice on agency-wide programs of national impact to serve as a Roving Senior Advisor with the ability to travel on extended assignments to support posts in the Europe, Mediterranean, and Asia (EMA) Region. The Roving Senior Advisor will work in an overseas Peace Corps post to assist key leaders at post to plan and direct all aspects of the Peace Corps program, ensuring that the day-to-day operations create an environment for Volunteers and staff to successfully perform their duties and responsibilities. The Roving Senior Advisor is a senior Peace Corps representative in the country of assignment and senior representative to the United States Embassy officials and host-country partner officials. The Senior Advisor will play a key role in country program planning and management, including the review and analysis of: past and future program requirements; country policies and procedures; program functions; evaluations of program goals and outcomes; and management and execution of safety and security programs at post. In addition, the Senior Advisor administers and oversees financial management, procurement, contract negotiations, and cooperating agreements between Peace Corps and the host-country partner agencies. The Senior Advisor has authority and responsibility to manage and coordinate Peace Corps country activities under the guidance of the EMA Regional Director and Chief of Operations. Moreover, the Senior Advisor is a key expert consultant on program management issues affecting Peace Corps Volunteers and staff, including personal safety and security, cultural sensitivity for host country people, and other issues and elements for programs essential to the success of the Volunteers. See attached Statement of Work for complete description of responsibilities. Working Conditions: Flexible work schedule and frequent travel. This position requires travel 100% of the time on overseas assignments to support a post's country program needs, and therefore requires extreme flexibility and adaptability. The anticipated Personal Services Contract (PSC) will be for a one-year period with up to four (4) option years, exercisable based on satisfactory performance, availability of funds, and continued need. The work schedule will be full-time on an as-needed/intermittent basis, with up to 260 work days authorized per contract year. No minimum number of work days authorized per contract year are guaranteed. Compensation and Benefits: Pre-tax compensation will be negotiated within the appropriate range for the position at the discretion of the Peace Corps Contracting Officer. Items of consideration may include salary history and experience. Benefits will be offered for this position in accordance with guidance provided by Peace Corps' Office of Acquisition and Contract Management. Relocation costs will not be covered by Peace Corps. Contractors must be registered in the Central Contractor Registration before being awarded a Federal Government contract. Registration can be completed at: https://www.sam.gov. Required Qualifications: * United States citizenship required. * Top Secret background clearance. A background security investigation will be required. The contract award will be subject to the contractor's successful completion of a top secret background security investigation. * Ability to receive worldwide medical clearance. The contract award will be subject to the contractor receiving adequate medical evaluation and clearance for overseas assignments worldwide. * Minimum ten years' experience in analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. *Minimum five years' supervisory experience in management of staff to plan, schedule, and carry out major projects. * Minimum three years' experience leading or directing an international volunteer organization. * Demonstrated ability to direct teams to analyze and respond to recommendations for issues impacting projects and programs in a multicultural or overseas environment. * Proven experience in developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and for evaluating the effectiveness of the program. * Previous experience in performing analytical studies involving issues related to key agency programs and/or programs impacting one or several major agency organizations. * Previous experience serving as a technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. * Demonstrated ability to consult with all levels of management, headquarters personnel, other federal agencies, and to foreign and commercial organizations. * Previous experience in establishing and maintaining liaison with program directors, working closely with their representatives to ensure that concerns, such as proper requirements definition and adequate funding, are met. Desired Qualifications: * Five or more years' experience serving in a role comparable to Director or Chief of Mission in an overseas environment preferred. * Familiarity with Peace Corps or similar international volunteer organization policies and procedures preferred.
