- The National Transportation Safety Board (NTSB) Office of Chief Information Officer has a requirement to install additional cabling to support voice and data services in newly constructed office space as well as to support enhanced information technology data services in existing office and lab space located in the Office of Research and Engineering. Cabling shall be added to the existing voice and data infrastructure, provide full compatibility with the existing environment, meet the current technical performance standards, and must not negatively impact any existing cabling services or warranties. In order to satisfy this requirement, the NTSB intends to issue a sole source solicitation to Kalothia Cabling to perform the cabling installation. This procurement is being conducted in accordance with FAR 13.106-1(b)(1) - Soliciting from a single source. The NAICS code for this procurement is 237130, Power and Communication Line and Related Structures Construction and the Small Business Administration Size Standard is $36.5M. In February of 2015, the NTSB completed a major office renovation of its Washington, DC headquarters which included the installation of a state of the art fiber optic and copper voice and data cabling infrastructure performed by Kalothia Cabling. The scope of this project included the removal and demolition of all existing voice and cable infrastructure along with the installation of new data closets, racks, and horizontal cabling to support over 1000 voice and data drops. Since that time, the Office of the Chief Financial Officer and the Office of Research and Engineering have experienced both an increase in staffing and expansion in technical and analytical computer systems requiring a renovation in office space and increase in voice\data wiring drops. To ensure that the warranty of the existing infrastructure remains intact and based upon its recent familiarity with the NTSB cable infrastructure, it is in the government's best interest to procure the materials and installation services from Kalothia Cabling. The contractor is the only source of warranty troubleshooting and repair services from installation defects over the lifecycle of the wiring infrastructure installed in 2015. The government also obtains a level of efficiency towards any new installations due to Kalothia Cabling's prior contract which provided both documentation and installation services for the existing environment. This benefits the government by reducing the costs to perform site surveys, designing additional wiring segments, and retaining existing warranties. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. Parties may express their interest via written notification to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform required services. Information, not to exceed five (5) pages, should be sent via e-mail to Peter M. Hazlinsky, at matt.hazlinsky@ntsb.gov. Responses received will be evaluated; though, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Contracting Officer. If no responses are received, the NTSB will proceed with the issuance of a sole source solicitation for this requirement to Kalothia Cabling. This notice does not represent a commitment by the Government to pay for costs incurred in preparation and submission of data or any other costs incurred in response to this announcement.
