- Sources Sought Notice: USACE - Alaska District Regulatory Division Webpage Redesign Sources Sought Notice USACE – Alaska District Regulatory Webpage Re-Design 17 February 2016 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. The US Army Corps of Engineers (USACE), Alaska District is conducting market research to facilitate a determination of acquisition strategy for the subject project requirement. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research to identify businesses which have the capability to perform the following work. The applicable North American Industry Classification System (NAICS) code is 541511, Custom Computer Programming Services, and the related Small Business Size Standard is $27.5 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. All interested firms are encouraged to respond to this announcement no later than 4 March 2016, 2:00 PM AST, by submitting all requested documentation listed below to: US Army Corps of Engineers, Alaska District, ATTN: CEPOA-CT-C/M (Woods), PO Box 6898, JBER, AK 99506-0898 or via email to ernest.d.woods@usace.army.mil Interested firms should submit a capabilities package (not exceeding 3 pages) demonstrating the ability to perform work listed above. Packages should include the following information: (1) Business name, address and business size under NAICS 5541511 (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), Woman Owned Small Business, etc) (3) Demonstration of the firm's experience as a prime contractor on projects of similar size, type and complexity within the past five years. List actual projects completed and include project title and location, a brief description of the project to include dollar amount of the project and work that was self- performed Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at https://www.sam.gov/portal/public/SAM/ Statement of Work USACE Web Re-Design The Contractor is responsible for re-designing a website for the USACE Alaska District, Regulatory Division (RD). The website will contain all the applicable information on the current site, but will enhance workflow and user navigation. The Contractor will work with the RD Project Development Team (RD PDT) to compile all the necessary information (Assets) that will be incorporated into the RD site re-design. The RD PDT (comprised of RD representative Shannon Morgan and Public Affairs Officer John Budnik), will provide the Contractor with all links and information needed to support backend development and programming. The Contractor will organize, re-format (if needed) and layout all graphic elements to produce a cohesive site that is easily navigable for the public. Assets will include RD content, rules/regulations, video/media, Public Notices, general information and social media links, and any other information deemed necessary by the Corps to be included Assets on the site. All Assets will be coordinated by the Corps’ RD PDT and delivered to the Contractor. The Charleston District Regulatory web page ( http://www.sac.usace.army.mil/Missions/Regulatory ) is a good example of an easily navigable web site. The Contractor will have an approval process through the RD PDT for each phase of development, prior to moving forward with the next phase. Phases will include: • Design and Layout (Phase 1) • Wireframe and Navigational Flow (Phase 2) • Programming and Development (Phase 3) • Beta Testing (Phase 4), to be completed by July 15, 2016 • Final Testing with Delivery (Phase 5), to be completed by August 15, 2016 • Follow-up Support (Phase 6), as needed August 15 through 30 The site must be developed 508 compliant, and in compliance with Army Regulation 25-1, the DOD web site administration policy (located at http://www.defense.gov/webmasters/ ), and subsequent DOD guidance and direction. The site will be consistent with the style guide of the USACE, and the website will not link to any outside or third party sites; outside of the USACE network. Contractor will deliver all source files to the Corps for internal uploading. Contractor will provide support with any questions at time of uploading and up to 2 weeks following uploading to work out any issues. Timeframe / Deliverable: Schedule for award NLT April 15, 2016. Finished product NLT August 30, 2016.
