- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, New York 10594-1939 to procure a Service Agreement Contract for a Zeiss Axio Observer Z1 Stand Mot, Spinning Disk Microscope System for NHGRI Cytogenetics and Microscopy Core Facility. (Specified Brand Name: Carl Zeiss Microscopy) PROCUREMENT: 1. Service Agreement: Axio Observer Z1 Stand Mot, Serial Number: 3834002479. BACKGROUND: The mission of the Cytogenetics and Microscopy Core is to provide NHGRI investigators access to imaging and Cytogenetics resources that support and extend their abilities to discover the causes of disease and the mechanisms of normal development and physiology. The Cytogenetics and Microscopy Core performs fluorescence in situ hybridization (FISH) mapping of DNA clones, facilitating the visualization of defined nucleic acid sequences at the cellular and subcellular levels. Services include standard FISH mapping on high-resolution banded metaphase chromosomes (using G-banding or DAPI-banding); analyzing clones containing human, mouse, and other species DNA; high-resolution mapping of overlapping clones on extended chromatin structures (e.g., halo preparations or stretched DNA fibers); and high-sensitivity FISH mapping procedures based on the tyramide signal amplification system, such as for mapping cDNA clones. For karyotyping, the Core provides services such as cell culture, metaphase chromosome preparation, and interpretation of abnormal karyotypes. The Core also offers both single-photon and multi-photon laser scanning confocal microscopy. Using this methodology, researchers can generate three-dimensional images of thick fluorescent objects, such as biological cells and tissues. The core provides Confocal imaging of fixed or living specimens and the automated collection of three-dimensional data in the form of Z-series, including multi-labeled specimens. Time-lapse sequences of Z-series can also be collected from living preparations with the confocal microscope to produce four-dimensional data sets, Total Internal Reflection Fluorescence (TIRF); Spinning Disk technology are also availabe in the Core. National Human Genome Research Institute (NHGRI), Genetic Disease Research Branch (GDRB), Cytogenetics and Microscopy Core provides NHGRI investigators with imaging services including, access, training and assistant with fluorescence live cell microscopy. To continue to perform these studies, NHGRI requires a state-of-the-art Zeiss Axio Observer Z1/Spinning Disk system that is being used for live cell experiments. NHGRI is requesting a renewal to procure a Service Contract for the Zeiss Axio Observer Z1/Spinning Disk system, now that the warranty has expired. Without a service contract in place, it would cost a significant amount to have repairs made, thus potential disruption of services for NHGRI investigators. PURPOSE AND OBJECTIVES: NHGRI Cytogenetics and Microscopy Core has users throughout the institute that use the Core's microscope systems which, puts an important need to ensure this equipment is operational at all times. The Service Agreements allow for quick repair when needed and regular maintenance work to ensure continued use of the equipment. The Core's microscopes are sophisticated pieces of equipment that enables NHGRI investigators to make observations that cannot be made by conventional fluorescence microscopy. Additionally, these microscopes are used for sophisticated types of research experiments. Carl Zeiss MicroImaging, LLC is the manufacturer of the Axio Observer Z1/Spinning Disk microscope system, and only a licensed Carl Zeiss Engineer or Technician can service the instruments and no other source or service is acceptable. OTHER CONSIDERATIONS: NHGRI, Cytogenetics and Microscopy Core use the Microscopes throughout the institute and there is an important need to ensure this equipment is operational at all times. The Service Agreements allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment. The Microscopes are a sophisticated piece of equipment that enables investigators to make observations that cannot be made by conventional fluorescence microscopy. Additionally, the microscopes are used for sophisticated types of experiments. ANTICIPATED PERIOD OF PERFORMANCE: Base Year: 12 Months with Four Option Year Periods for 12-Months Each Contractor Requirements: Coverage: On-site preventative maintenance shall be provided once per year as per Zeiss service contract. The Contractor shall arrange the preventative maintenance visit giving at least one months' notice. The service contract covers labor, travel expenses, and parts. Exclusions: Service does not include replacement of equipment from normal wear and tear or consumable items. Software Support: Software upgrades will be provided for purchased applications covered in the service contract at no additional charge. Technical Support: Unlimited telephone support will be provided M-F between 8am - 5pm. Replacement Parts: All parts will be provided by the Contractor Government Responsibilities: 1. At all times keep the microscope system in the environmental conditions recommended by the Contractor, which is the manufacturer. And, protect the Instrument and associated Hardware from all adverse elements, such as dirt, dust and liquids of any kind. 2. Use the microscope system only in accordance with such instructions and recommendations relating to the care and operation of the microscope as may be issued by the Contractor. 3. Not allow any person other than the Contractor representatives to maintain, repair or replace any parts of the microscope system. Reporting Requirements and Deliverables: • The Contractor shall provide a summary report of their action after a repair and/or preventive maintenance inspection. Inspection and Acceptance Requirements: • Cytogenetics and Microscopy Core accepts the job performed by the Contractor. If it is a repair, equipment needs to demonstrate continuous performance. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information: Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $20.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-86-2 (February 1, 2016). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
