- COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFP). Submit written proposals for RFP number DOL-16OCIOCIONAT-0153. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. (IV) This acquisition is set aside 100% for small businesses. The associated NAICS code is 423430. The small business size standard is 100 employees. Period of Performance: Base: 12 Months from Date of award Option Year 1: 12 Months Option Year 2: 12 Months Option Year 3: 12 Months (VI) Description of requirements is as follows: A. Background Information The Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Chief Information Officer (OCIO), requires annual renewal services of its Entrust SSL Certificates. These certificates are small data files that allow secure connections from various DOL Enterprise Consolidated Network General Support System (ECN GSS) application web servers to web browsers (i.e. https protocols), in accordance with NIST 800-53 and DOL Computer Security Handbook policies, to comply with the Federal Information Systems Management Act (FISMA). B. Objective The primary objective of this acquisition is to continue use of DOL OCIO existing Entrust SSL Certificates, merging certificate requirements of multiple DOL agencies into a single contract, for centralized management. C. Period of Performance The base period of performance will be for a base year and up to three one-year option periods. D. Renewal Requirements 1. General Requirements i. These certificates support DOL outward facing websites, and must comply with the NIST 800-53 and DOL Computer Security Handbook policies, in accordance with Federal Information Systems Management Act (FISMA). ii. Coverage Type: Entrust Services Platinum Support Plan. a. The vendor shall provide unlimited telephone and email support 24x7x365 b. The vendor shall provide Dedicated Platinum Support number, c. The vendor shall provide 1 day verification and expedites at no extra charge iii. The vendor shall provide support services across the DOL-OCIO datacenter(s). iv. The vendor shall provide any and all notifications and alerts of revisions, updates, modifications, enhancements to the software, and documentation changes as they become available. 2. Technical Requirements i. The vendor shall provide the renewal of Entrust Certificate Services CMS Account ii. The vendor shall provide renewal of (200) Entrust Certificate Services Standard Certificates iii. The vendor shall provide renewal of (4) Entrust Certificate Services Wildcard Certificates iv.
