Description
Wage Rates Scope of work Service Base Utility Pole Removal and Install Service Base Grounds Utility Service Technical Specification Project Work shall consist of replacing the existing utility pole with a new utility pole and removal of a second abandoned utility pole at the US Army Corps of Engineers Service Base, 100 Arsenal Street, St. Louis, MO, 63118. All work shall be performed in accordance with the current edition of the IEEE National Electric Safety Code (NESC) and all other federal, state, and local regulations. Work The contractor shall furnish all necessary equipment, tools, materials and manpower to remove and install a complete 55-foot standing wood utility pole in same location as existing. Attachments fastened to the existing riser pole shall be removed and reinstalled on the new riser pole for proper service. (The riser pole to be replaced consists of a transition from 4160 volt primary metered overhead power lines to underground power lines through a conduit.) All existing power supply equipment shall be reused, if possible. The design of the utility pole shall conform to the current edition of NESC. The new utility pole and all attachments shall be approved by local utility provider (Ameren). Contractor will ensure the new pole is sufficiently grounded. The contractor shall remove and dispose of the existing utility pole and other materials off site. All ground surfaces shall be restored to original grade. Methods for backfilling the removed utility pole hole and restoring excavated areas around utility pole holes must achieve level grade with surrounding surface after being properly compacted. Electrical utility work shall be done by skilled personnel, which have been formally trained in this specific field. Work shall be coordinated with the Technical Point of Contact, in addition to Ameren, to schedule power outage impacts. The contractor is also to remove an abandoned wooden utility pole located on west end of service base. The utility pole and all attachments shall be removed off site and disposed of in accordance with federal, state, and local regulations. Material Disposal The contractor shall dispose of removed materials and debris in accordance with state, federal, and local regulations. Warranty All material installed shall carry a five year warranty. All labor shall have a minimum one year warranty. Site Visit/Working Hours An organized site visit can be scheduled for 25 February 2016 at 10:00 am. Participants will meet at USACE Service Base, 100 Arsenal Street, St. Louis, Mo, 63118. The Government working hours are from 06:00 to 16:30 Monday through Thursday. However, any work that requires a power outage at the Service base shall be conducted on a preplanned weekend. The dates will be outlined after Award. All vendors wishing to submit a bid must send a representative to attend the site visit. Schedule The contractor has 28 calendar days from notice to proceed to complete the work. Safety The Contractor shall perform all work in accordance with safety requirements set forth in Corps of Engineers' Manual, EM 385-1-1, entitled "Safety and Health Requirements Manual", 30 November 2014.
