Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute of Health Office of Purchasing and Contracts intends to negotiate and 1 year plus 2 option year contract to QIAGEN INC, CA 91355 to provide a maintenance agreement on 4 instruments located in the Clinical Center for which the government intends to solicit and negotiate with only one source under the authority of 13.106-1. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-84, September 3, 2015. This acquisition is conducted under 41 U.S.C. 1903, the simplified acquisition procedures authorized in this subpart may be used for acquisitions that do not exceed $13 million when the acquisition will be treated as an acquisition of commercial items in accordance with 12.102(f)(1). STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.500 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplifeid Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20.5M This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Background The Clinical Center is a clinical research hospital providing medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The clinical center provides patient facilities and services for clinical investigators by the NIH Institutes, conducts research in related areas and supervises residency and other training programs. The Dept. of Laboratory Medicine is responsible for providing clinical laboratory services for patients at the Clinical Center. Purpose To secure a base plus two option year maintenance contract for the Molecular Diagnostics section of the Department on the following instruments: • QIAgility (S/N 74) • QIAgility (S/N 66) • QIAsymphony SP (S/N 12181) • QIAsymphony SP (S/N 14369) The instrumentation provides rapid, efficient, and sensitive extraction of nucleic acid (DNA) from clinical samples. This platform has allowed us to develop novel tests to detect organisms in patient samples. The workload in the Microbiology Molecular Diagnostics Laboratory continues to increase each year and with no funds available to hire additional personnel, this equipment is vital to our ability to provide clinical results. Scope of Work We require the following support: • On Site Repair service delivery • 24 hours/1 business day Service response time for repairs / return to factory for service if needed • Annual Periodic inspection/maintenance • Onsite Inspection/maintenance delivery • Full Coverage on Cost coverage for repair parts • Full Coverage on Cost coverage for labor • Full Coverage on Cost coverage for travel Responses must be submitted by email to POC, Milton.Dartoozos@nih.gov, within 15 calendar days (03/04/2016) from the date of this synopsis.
