Description
Request for Information (RFI) Unified Platform (UP) Analysis of Alternatives (AoA) PURPOSE: The purpose of this RFI is to solicit information directly from industry for capabilities and architectures that would provide the mission support capabilities required by the Cyber Mission Force (CMF). The Government is interested in potential acquisition approaches and concepts that could provide the required capabilities while executing in a constrained budgetary environment. Respondents may respond to all or any subset of the information requested below. This RFI is for market research and development of AoA purposes only. The AoA study team may construct additional government alternatives from concepts submitted in response to this RFI. Concept review will be based on the Mission Essential Tasks (MET) associated with offensive and defensive operations and core mission services in conjunction with the 12 system attributes (listed below) which support mission objectives. METs will be provided once Program Leads receive a notice of intention to submit a response. Results of the AoA will be provided to key decision-makers in anticipation of a future acquisition, but the government does not anticipate public release of the results. This Request for Information (RFI) is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct market research to support potential future planning initiatives through data collection. The Government is issuing this RFI to understand market availability, technical characteristics, applications, or products capable of satisfying the technical, functional, and/or operational capabilities described in this RFI. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. BACKGROUND: Headquarters Air Force Space Command (HQ AFSPC/A5C) is leading a Joint and Interagency study team performing a Unified Platform (UP) Analysis of Alternatives (AoA). The AoA will provide decision-makers with effectiveness and cost analysis on a range of alternative UP architectures and concepts. The UP is intended to unify existing or evolving systems infrastructure, mission capabilities, data analytics, and programs to meet current and future CMF mission requirements. The CMF requires integrated domain-wide planning and execution of all cyber teams according to Joint doctrine and mission requirements levied by national priorities, Combatant Commands and Services. UP will allow the CMF to be interoperable, interconnected and provide other mission supporting capabilities. These mission supporting capabilities will allow the CMF operators to conduct and synchronize activities to: •· Secure, operate, and defend the DoD Information Network (DODIN); •· Accomplish mission informing analytics at mission relevant speed; and •· Attain freedom of action in cyberspace while denying same to adversaries. In addition, when directed, these capabilities will allow the CMF operator to conduct full spectrum cyberspace operations in order to deter or defeat strategic threats to U.S. interests and infrastructure, ensure Department of Defense (DoD) mission assurance, and achieve Joint Force Commander objectives. TERMS OF REFERENCE: Definitions pertaining to UP AoA operations are as follows: •a) Offensive Cyberspace Operations (OCO) - Cyberspace operations intended to project power by the application of force in or through cyberspace •b) Defensive Cyberspace Operations (DCO) - Passive and active cyberspace operations intended to preserve the ability to utilize friendly cyberspace capabilities and protect data, networks, net-centric capabilities, and other designated systems •c) Cyberspace Core Mission Services - Conduct of cyberspace intelligence, surveillance and reconnaissance (ISR) to produce cyberspace indications and warning (I&W) through common operating pictures, data sharing, data correlation and mission essential infrastructure REQUESTED INFORMATION: This RFI initiates a concept call for transformational platforms and systems which will fill cyber platform capability gaps and meet related requirements stated in the UP AoA Study Guidance. UP concepts may be based on existing or new capabilities and should clearly document standards applied to the system's design or function. Responses to this RFI should address OCO, DCO and Cyberspace Core Mission Services. The DoD anticipates a competitive evolutionary acquisition program to deploy a first-generation Unified Platform capability. Platform capabilities may be delivered incrementally if such an approach is found to be in the best interest of the government. RFI submissions should include: a) A concept overview with descriptions, diagrams, interfaces and design to standards to include the operations, maintenance, connectivity, logistics, basing mode and other support requirements (e.g., C4ISR) for an end-to-end integrated system. b) A concept description discussing how the concept addresses the following 12 system attributes which will be assessed in conjunction with the METs to differentiate the mission effectiveness of each alternative: •1) Data connectivity to internal functions and external systems. Solutions should demonstrate capabilities to operate in both federated and distributed architectures. •2) Ability to aggregate, correlate, fuse and share (receive and send) data. Solutions should handle all types of data, support operator queries, demonstrate the capability to dynamically scale data processing performance based on urgency of need and complexity of required processing, support both stream and store-then-process data architectures and integrate with enterprise storage and warehouse solutions. •3) Scalability •4) Latency •5) Throughput •6) Interoperability •7) Application of standards including interfaces, data marking, and human machine interfaces •8) Operator interfaces •9) Human and system access control •10) System resiliency including protection and recovery capabilities, •11) System architectures; architectures should clearly document internal and external interconnections, data / information protection boundaries, operational employment •12) Any other significant attributes the RFI responder deems appropriate to help differentiate the military utility of the responder's concept or recommendations helpful to understanding the capabilities of the submitted concept. c) A Rough Order of Magnitude (ROM) of costs associated with the UP concept. PROCESS: HQ AFSPC is soliciting concepts from the Services, Industry, Academia, Federally Funded Research and Development Centers (FFRDC), DoD and Department of Energy labs, product centers, and other government agencies. While no specific format is provided for RFI submissions, the RFI will be reviewed, at a minimum, according to the 12 system attributes listed above. The Government will host an Industry Day on 8 - 9 March 2016 in Colorado Springs CO at a location yet to be determined. At this Industry Day the Government will further describe the AoA activities and vision for the future. In addition, the Government will offer the opportunity for one-on-one sessions to address questions and answers with individual responders. Interested parties must notify Program Leads by 1 March 2016 if they intend to submit a response and/or wish to be scheduled for the one-on-one sessions. Access to classified information such as the AoA Study Guidance, Study Plan, and AoA-specific scenarios will be available for review at Industry Day to registered parties with a minimum of SECRET security clearance. Obtaining copies of the classified documents reviewed at Industry Day will be addressed with each party at their individual question and answer session. All responses are due no later than 1600 hours MST on 28 March 2016. Responses received after 28 March 2016 may not be considered in the government's analyses. Data submitted in response to this RFI will be widely distributed and discussed within the government. It is the responsibility of the Respondents to clearly mark submitted information with appropriate restrictive markings. Respondents are further advised that the government's analyses of your responses may require disclosure of your responses to Advisory and Assistance Services support contractor personnel. All members of the government and contractor team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligation to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All support contractor members are required to protect the information by the terms of their contracts. The Government has also determined that the support contractor personnel have no organizational conflicts of interest that could adversely affect protection of the information. Responses may be either classified or unclassified. Classified responses, if required, must be coordinated before delivery with the listed Program Leads. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. All correspondence and technical questions related to this matter should be e-mailed (preferred) or mailed to the identified Program Leads. Responses should be single-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2007, with a total page count not to exceed fifteen (15) pages of text with no more than twenty (20) pages of attachments. The response should not exceed a 9 MB email limit. Responses to this RFI may be reviewed by military personnel, government civilians, DoD contractors (e.g, Booz Allen Hamilton) and MITRE Systems Engineers; all covered by non-disclosure agreements. MITRE Corporation is a Federally Funded Research and Development Center (FFRDC) and, as such, fulfills an unbiased, non-profit role for the Air Force. The responses may be forwarded to other Government entities in consideration for applicability to other programs. Be advised that all submissions become Government property and will not be returned. All government, DoD contractor and MITRE personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. You may also submit supplemental hardcopy materials such as brochures, etc., to the above identified Program Leads. In addition, you may submit corporate expertise information if you would like to be considered a possible interested source.
