IMPORTANT: THIS NOTICE IS NOT A REPLACEMENT FOR THE ONGOING FORT STEWART EAGLE COMPETITION. This is a sources sought notice requesting specific and innovative risk mitigation solutions for a short-term interim contract and should not be construed as a solicitation announcement. The submission of this information is for planning purposes only. It is not to be construed as a commitment by the government to procure any services, nor is it the intent of the Mission & Installation Contracting Command (MICC), Fort Stewart, GA, to award a contract on the basis of this request for information (RFI) or otherwise pay for the information sought. 1. INFORMATION: MICC - Fort Stewart, GA is seeking preliminary marketing information, from capable and reliable sources who can provide specific innovative solutions that mitigate the inherent risks associated with a short-term, competitive effort for a large requirement. An interim contract solution is necessary to minimize the potential lapse in services between the existing contract and issuance of the long-term, follow-on contract which is being competitively awarded under the Enhanced Army Global Logistics Enterprise (EAGLE) Broad Agency Announcement process. Respondents must address risks associated with inventory/property transfer and accountability, staffing and personnel change-over, clearance procedures etc...that would be required if the Government pursued a procurement other than with the incumbent contractor currently performing the services. Respondents must also address the how these transition risks/costs would be mitigated while transferring from the incumbent contractor to a new short-term interim contract, then again to the awardee of the EAGLE competition once it is awarded. The EAGLE solicitation is in the award process; however, delays necessitate an interim coverage for a short period of time between lapse of the current contract and final award and transition to the new contract. The period of performance for this short-term effort must start 1 April 2016 and will end 31 August 2016 plus any transition period necessary to maintain the continuity of services during the EAGLE award phase-in period. The North American Industry Classification System (NAICS) classified for this effort is 561210, Facilities Support Services, with a current business size of $35.5M. 2. SCOPE: This requirement is for Transportation Services. The services involve providing support to the Fort Stewart Logistics Readiness Center (LRC) within the Transportation Division. BROAD DESCRIPTION of WORK: The Contractor shall provide shall provide all resources, management, and administration to provide services in the following areas of the Transportation Division of the LRC: Personal Property, Container Handling Facility, Rail movements, and the Departure and Arrival of deploying soldiers. Personal property provides services for customers departing with permanent chance of station, (PCS), separation, (ETS), retirement, and shipments arriving to the Fort Stewart/Hunter Army Airfield area of responsibility. They maintain shipment records for customers authorized long term storage. Monitor services provided by commercial carriers, agents, and contractors for the packing, loading, and shipment of personal property. The Container Handling Facility, (CHF), manages, inspects, repairs, and issues an inventory of CSC certified containers to support unit deployments. They are one of eight CONUS storage and repair facilities. Deployment Operations is responsible for all unit movement by rail, sea, charter and commercial air, charter bus and convoys to and from Fort Stewart and Hunter Army Airfield. One of the hubs of this operation is the Departure Arrival Airfield control group. Personnel coordinate and direct the manifesting, baggage/cargo and passenger loading and unloading operations for commercial and military aircraft arriving and departing from Hunter Army Airfield. The Transportation Division conducts functions to support the primary customer, Third Infantry Division, as well as military and civilian tenant activities located at Fort Stewart and Hunter Army Airfield and others in an assigned geographical area. The anticipated workload for this short-term requirement will include providing 14,000 personal property counseling meetings; performing 420 personal property inspections; performing 240 container repairs; providing management, movement, and placement of 2,700 containers; shipping and moving 560 Class VII Vehicles. 3. SUBMISSION REQUIREMENTS: All interested firms shall submit their specific, innovative solutions with risk mitigation, and specific unique capabilities that exist that will facilitate success to derrick.b.zeigler.civ@mail.mil. General capability statements will not be considered. Submissions must be received by 29 February 2016 for consideration and shall not exceed four (4) one-sided, 8-1/2 x 11 pages. No hard-copy or facsimile submissions will be accepted. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. If the recipients believe that the Army is unreasonably restricting competition, please contact the Advocate for Competition, Dean Carsello at dean.m.carsello.civ@mail.mil. Concerns must address the title of this requirement, this announcement, and specifically state why the respondent believes the Army is unreasonably restricting competition. Personal visits for discussing this announcement will not be scheduled.
