Description
The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center (AFRC) plans to issue an Invitation for Bids (IFB) to perform repair services on the mechanical systems of the Research Aircraft Integration Facility (RAIF) located at Edward Air Force Base, Edwards, CA. The purpose of the project is to increase the infrastructure reliability, maintainability and sustainability of this mission critical research facility. The primary work consists of a combination of architectural, structural, mechanical, electrical and fire protection engineering efforts. Specifically, the requirement includes the repair-by-replacement of deteriorating and inefficient mechanical systems, including: chillers, chilled water pumps, cooling towers, condenser water pumps, air handling unit fans, air terminal devices, air distribution devices (i.e. ductwork, grilles, and diffusers) modifications to existing chilled water and hot water piping, boilers, heating hot water pumps, repair-by-replacement of SIM Labs dedicated humidifiers with a common air handling unit outfitted with an electric steam humidifier, and the building automation system (EMCS). In addition, the project is to provide ten (10) additive bid options to include all associated discipline work (structural, MEP, fire protection, controls, etc.) The order of magnitude for the procurement is between $5,000,000 and $10,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is a HUBZone Small Business set-aside. The NAICS Code and small business size standard for this procurement are 238220 and $15 million, respectively. The anticipated release date of the IFB is on or about Thursday March 21, 2016 with an anticipated offer closing date of on or about Thursday, April 21, 2016. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available for download with the solicitation over the internet. All responsible sources may submit a bid which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit and location will be determined at the issuance of the solicitation.
