- Request for Information (RFI) The Government is currently working a follow-on requirement for 4QDA57110071, SPACE & MISSILE CENTER (SMC) EASTERN RANGE PROGRAM OFFICEINFORMATION TECHNOLOGY (IT) SUPPORT. The follow-on contact/task order will not be awarded prior to the completion of the current task order in March 2016; thus without an extension to the current task order there will be a lapse in coverage of this critical requirement. The Government is considering extending its current task order, utilizing the Option to Extend Services clause 52.217-8, for a period not to exceed six months in order to prevent the lapse in coverage. As part of its market research, GSA is issuing this RFI to determine if other sources exist that can immediately provide the level of service required to support the agency's mission without the need for a transition period (i.e. full performance level must begin on day one, March 2016). A brief description of the scope of the services and requirements are below. This RFI is only for the purpose of identifying potential sources as part of GSA's market research. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations/Proposals (RFQ/RFP). Responders are solely responsible for all expenses associated with responding to this RFI. GSA will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ/RFP, make an award, or to be responsible for any monies expended by industry responses to this RFI. 1.0 Scope Client requires the contractor to provide IT Support, consisting of network administration, maintenance, software development/maintenance, application/software training, Automated Data Processing Equipment (ADPE) inventory, IT analysis, hardware/software procurement, and audio/visual for SMC Operating Location U (OL-U), SMC Eastern Range Program Office Operating Location X (OL-X), and it's mission partners. This support should include: General IT Operations and Management Support to include hardware and software inventory analysis, configuration management, procurement, installation and integration as required. Other support should include: System Administration, Help Desk Support, LiveLink Knowledge Manager Support, Database Support, Software Development/Maintenance for SMC Eastern Range Program Office projects, intranet, extranet, Visual ReqView Application, and Command/in-house database applications. There is a requirement to transfer responsibility (audit) from the incumbent to the incoming contractor for the following items Furnished Equipment (GFE) (i.e. computers, phones, printers), which are located at three (3) separate geographical locations, a Government Owned Vehicle (GOV), as well as security badging requirements so that the contractor can access secure locations. 2.0 Clearance Requirements •All employees must have Secret 3.0 Period of Performance •March 1, 2016 - Not to Exceed Six Months 4.0 Workload Estimate Labor Category FTE's Program Manager1 Network Specialist (Senior)3 Software Systems Engineer (Senior)2 Database Specialist (Senior)1 7 5.0 Key Personnel The following Key Personnel will be required on day one: Program Manager: The contractor shall provide IT Management and Coordination to include: Site Management in Application Systems Analysis and Program Management. The contractor shall be responsible for IT Systems and Software Development for SMC Eastern Range Program Office command requirements. The contractor shall identify changes in computer and system technology and interpret their meaning to senior management. Adapt current and future knowledge of technology and systems to SMC Eastern Range Program Office's technical requirements. Oversee the establishment and revision of data interfaces and office automation standards with customers of SMC Eastern Range Program Office and other organizations within SMC; and the design of interfaces and/or selection of products to transmit and receive data from contractors. Provide site technical leadership for all SMC Eastern Range Program Office IT requirements listed below. Coordinate SMC Eastern Range Program Office IT solutions and strategies with those of other inter-related systems, including SMC/RN (LiveLink System), those of the 45SW and the SLRSC. Accomplish the tasks as the local SMC Eastern Range Program Office Knowledge Manager for the Eastern Range Program Office Live Link instance to include user training and support in the applications use as it applies to SMC Eastern Range Program Office. Provide training, support and assistance to Eastern Range Program Office personnel the application, use, and training LiveLink. The contractor shall provide information assurance support both in responsibilities of Computer System Security Officer and interfacing with the host Base Network Control Center (BNCC). Revise the Certification & Accreditation data packages as needed in compliance with Air Force Instructions (AFI). Review changes in AFI and guidance for ADPE security and integrate changes into computer systems security posture as required. Coordinate with the host base information security and assurance office and evaluate/implement necessary requirements. Network Specialist: The contractor shall provide System Administration and Support services to include: operation and maintenance (including procurement, replacement, and integration of hardware and software as needed) of the SMC Eastern Range Program Office system servers, local LiveLink servers, user computers, docked/traveling laptops, hand-held devices and SMC Eastern Range Program Office owned networking infrastructure components. Perform and monitor system administration functions on the micro- and mini-computers to include power up and shut down, loading and configuring software or systems, monitoring telecommunications, and performing scheduled system backups. Provide problem resolution for the use of COTS hardware/software, Government furnished software, and in-house developed applications. Track trouble ticket calls for hardware and software, and follow-up through resolution. Develop documentation and define computer operations procedures. Define procedures for the control, reception, storage and retrieval of data. Recommend and implement approved changes to IT operating procedures based on revisions in AFI and guidance. The contractor shall provide inventory management of computer equipment, COTS Software Registrations, and COTS software licensing and assume the responsibility of Automated Data Processing Equipment (ADPE) Custodian for the SMC Eastern Range Program Office Program Office. Procure, install, and integrate hardware and software as required to maintain the network solution. Establish configuration control of user workstations and servers. Develop and maintain document libraries on ADPE Hardware and COTS software manuals. Track the distribution of manuals to associated government organizations and Network/Application Support Personnel as required. Software Systems Engineer (Senior) and Database Specialist (Senior): : The contractor shall develop and maintain web-based Intranet/Extranet information sources to provide on-base and off-base access to data that is essential in executing the SMC Eastern Range Program Office mission. This area of support will be responsible for the design and development of dynamic and static web interfaces using graphical development applications. Applications utilized may include Adobe Photoshop, Microsoft Image Composer, Cold Fusion Studio, RoboHelp Office, Microsoft FrontPage, and others. The contract shall utilize standard HTML authoring applications to create web pages. All interfaces and applications will run under various operating systems approved by the Air Force such as; Vista Windows 7 and or FUTURE ENVIRONMENTS ON Microsoft IIS Web Servers. HTTP/HTTPS connectivity will be hosted using Microsoft IIS Web Servers. The contractor shall also develop reporting and data presentation modules from various data sources as identified by SMC Eastern Range Program Office. The contractor shall work with Database Administrators and end users in the design of interactive interfaces. The contractor shall assist the IT staff in testing; evaluating and implementing new and emerging Web based sever services and technologies. The contractor shall maintain, enhance, and deploy the VRV Web application software to resolve problems, add features, and add Item Types as required by SMC Eastern Range Program Office, the VisualReqView (VRV) Requirements Process Working Group (RPWG), the Deficiency Requirements Working Group (DRWG), the 30th SW (Western Range), and 45th SW (Eastern Range). The contractor shall: 1) Identify, Recommend, Develop and Test enhancements to the VRV engine and the VRV processes in support of their mission and/or customers. 2) Integrate system modifications recommended by the working groups and from other VRV using organizations. 3) Maintain the software code repository, system documentation, and tracking of issues & requirements for implementation. 4) Develop, modify, and administer process state diagrams, states, actions, permissions and user accounts. 5) Enhance VRV to support existing and future types and other Operation Requirements as required/needed. 6) Support the deployment and use of VRV at other Air Force Space Command (AFSPC) sites as required to process 45th SW (Eastern Range) and 30th SW (Western Range) Requirement Records, and Document Processing and Deficiency Records. Support the use of the VRV application to implement viewing, editing, and action processing of new types of data items, which require process management and/or revision tracking. 7) Support, modify, and maintain the IRES web application to meet operational changes in data collection requirements. 8) Provide administration and support of the VRV server and associated applications (Operating system, database (SQL), and developed applications). 9) Support on-site visits as required to Vandenberg Air Force Base, Los Angeles Air Force Base, and Peterson Air Force Base. 10) Support and prepare minutes for the VRV Working Groups. Provide telephonic, on-site (as required), and help desk support for VRV and its associated item types for SMC, SMC customers as well as the 30th SW and the 45th SW. 11) Develop, implement, modify and support VRV training for SMC, their customers, 30th SW and the 45th SW as required. Training is to be delivered by various means to include in-class, CBT, audio visual, manuals, FAQs, newsletters, digests, etc. Training on-site for Vandenberg, Los Angeles, and or Peterson will be provided during their on-site visits. The contractor shall provide software/web development and process support for any VRV project/task as determined and approved by SMC Eastern Range Program Office, the VisualReqView (VRV) Working Groups, 30th SW (Western Range), and the 45th SW (Eastern Range). The contractor shall provide programming/analysis services to include: the design and development of dynamic and static web interfaces using Asp, HTML, Visual Basic, JAVA, JavaScript and VB Script. Applications will run under Windows NT 4.0, 2000, XP, 2003 and or future environments on Microsoft IIS Web Servers. Applications will interface with various databases including Oracle, SQL Server, and MS Access. This area of support will interface with Database Administrators and end users in the modeling, normalizing and tuning of data structures. This area of support will have the oversight of designing; developing, documenting and implementing web based applications. The contractor shall develop and provide user training and support in the use of COTS software and applications developed for SMC Eastern Range Program Office as required. The format of training will be as required, but can include instructor-led classes, one-on-one assistance, development of computer based training (CBT), and the preparation of tutorials and user guide documents. Training locations may include Patrick AFB, Los Angeles AFB, Vandenberg AFB, and Peterson AFB. 6.0 Detailed Submission and Instructions for Responding to RFI Contractors responding to this RFI should submit a Capabilities Statement (no more than 10 pages) indicating a technical qualifications, brief descriptions of recent and relevant projects for tasks similar to those identified above. The Government is seeking more than a simple "yes services can be provided," but instead is looking for a detailed description of how you can provide the services and be at a full performance level on day one without a transition period.
