Description

Notice of Intent to Sole Source eHealth Exchange Membership FBO Notice: VA701-16-N-0049 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only One Responsible Source Available, no other source will satisfy agency requirements." The VA intends to solicit and negotiate with The Sequoia Project (eHealth Exchange), McLean, VA 22102; to provide membership participation renewal access to the eHealth Exchange. The eHealth Exchange previously (formerly the NwHIN Exchange) operated as an Office of the National Coordinator (ONC) initiative from 2007 through September 2012. Healtheway (d/b/a/ The Sequoia Project) assumed support for the eHealth Exchange in October 2012. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before Monday February 22, 2016 at 2:00PM Eastern Local Time by email to Laurie.Walker@va.gov.
